Purpose of the post

The post has a dual purpose, which is to manage a Netherlands Postcode Lottery (NPL) funded Water, Sanitation and Hygiene Promotion (WatSan/HP) programme in Mongolia as well as a EuropeAid HIV prevention and care programme in China. The project manager is expected to provide support to the Mongolian Red Cross Society (MRCS) in the implementation of the WatSan/HP programme as well as expert advice and coaching to the Red Cross Society of China (RCSC) staff on project planning, implementation, monitoring and reporting.

The focus of the support will be on strengthening the implementation, as well as planning, monitoring and evaluation capacities of the National Societies’ staff, while at the same time leading enhanced institutional capacity.

Background

The Netherlands Red Cross (NLRC) is a member of the International Red Cross and Red Crescent Movement. The NLRC aims to improve the lives of vulnerable people in the Netherlands and worldwide. The core activities of the International Department are disaster management, health and care, advocacy and capacity building.

The NLRC has been implementing programmes in Mongolia since 2003. These programmes mainly focused on capacity building of the National Society in the area of WatSan/HP. Thus far, the emphasis has been on improving access to clean water, complemented with some hygiene promotion. In this new project, the weight will be on improving sanitation- and hygiene practices which will be complemented with a water component where required. This programme mainly consists of ‘software’ aspects, aiming to achieve behaviour change in the area of sanitation and hygiene practices..

The NLRC has been implementing several HIV programmes in China since 2005. These programmes focussed on awareness raising and prevention as well as Aids Care & support to vulnerable groups. This current EuropeAid Fund aims at reducing the effects and spread of HIV among youth and target groups specifically vulnerable to HIV and AIDS in three Chinese provinces.

For this position we are looking for a strong project manager with experience with implementing both WatSan/HP and HIV programmes in developing countries.

Summary Statement of Responsibilities

Reporting to the NLRC Regional Representative East Asia in China, the Project Manager will be responsible for managing the programmes in both China and Mongolia. The project manager will be based in Shanghai, but in country presence and extensive in-country travelling will be equally divided over both Mongolia and China. In addition, he/she will be expected to travel extensively within China.

For technical input, the delegate is supported by a Watsan advisor and Health/HIV Advisor, based at NLRC headquarters in The Netherlands. All aspects and activities of the programme are owned by the MRCS & RCSC and therefore must be planned and implemented in consultation with and through MRCS & RCSC.


Qualifications

Required Qualifications:
Minimum 5 years experience in programme management, including experience in planning, monitoring and reporting in a development country

Extensive project management and financial management skills

Relevant Master degree, for example in Public Health.

Knowledge of Chinese and Mongolian context as well as their governance and management systems

Experience in managing health projects with a strong WatSan/HP and HIV/Aids prevention component

Expertise in WatSan approaches, methods and monitoring behaviour change;

Experience in the social/organisational aspects of HIV/AIDS prevention and in stigma and discrimination reduction activities, as well as working with people living with HIV.

Good reporting skills, narrative and financial

Experience and affinity with project communication, highlighting successes in an attractive manner

Experience in managing, motivating, training and development of staff

Excellent communication skills

Strong interpersonal skills and culturally sensitive

Good mental and physical health, able to work in an (during wintertime) harsh environment;

Self-supporting in computers (good knowledge of Windows, spreadsheets, word processing);
Preferred Qualifications:
Experience in working for the Red Cross Movement;

WORC and IMPACT training or equivalent knowledge.

Knowledge of PHAST and sanitation

Willingness to develop (oral) Chinese language skills

Previous work experience in China and Mongolia
