Regional Policy Expert + Regional Statistical Expert

Invites applications for the following consultancy:

Child Poverty and Disparity Study

(1) Regional Policy Expert
(2) Regional Statistical Expert

UNICEF is seeking a consultant/institutions whose primary responsible for analysing and synthesizing the data provided by national researchers and formulate the strategic and practical programme and policy recommendations. They will also be required to provide technical guidance to the national consultants and capacity building for the government, when required, to complete the high quality Child Poverty analysis and report.

The Regional Statistical Experts team will be required to:
· Take responsibility for selecting and substantiating national data as well as using data properly in the analysis
· Ensure the quality of statistical template tabulations
· Provide appropriate guidance to the national statistics team to ensure that all necessary tabulations are made in timely manner

The Regional Policy Expert s team will be required to:
· Take responsibility for selecting, substantiating and completing information for policy template and using and expanding the information in the analysis.
· Conduct the causal analysis, institutional/role-pattern analysis and capacity analysis to analyze the policy environment and clearly articulate the outcome of data analysis obtained from regional statistical experts team.
· Provide appropriate guidance to the national policy consultant to ensure timely data collection in the field.

QUALIFICATIONS AND SPECIALIZED KNOWLEDGE/COMPETENCE REQUIRED.
The Regional experts should have
· Advance degree in Economics/Econometrics and Statistics (Stats experts), Development, political science and sociology or other social science
· Minimum of 10 years of experience in analyzing the household survey data (e.g. HIES, DHS, MICS) or equivalent
· In depth knowledge of substantive social and economic issues and experience with producing rigorous analysis. Relevant publication list on child rights and well-being is a strong asset
· Proven skills in analyzing the policy process and understanding institutional dynamics and developing the recommendations based on the observations
· Extensive experience in running the training in the audience with different levels of capacities
· Availability and motivation to commit significant time to the process of producing a high-quality product· Sound knowledge on the situation in the Pacific Small Island Developing States, (esp. in Kiribati & Solomon Islands)
· Superior analytical and writing skills, preferably demonstrated by the peer-reviewed journals
· Excellent communication and highly developed self-management skills
· Previous experience in working with UNICEF is an asset.

REMUNERATION AND TYPE OF CONTRACT:
The selected individual will be awarded a short-term (30 working days) special service agreement (SSA) contract with UNICEF Pacific.

DUTY STATION AND TRAVEL:
The selected consultant will be expected to be based in his/her home/office or UNICEF Field Office in Kiribati and Solomon Islands and encouraged to bring their own laptop.
