National Policy Consultant - 2 positions (Kiribati and Solomon Islands)

Child Poverty and Disparity Study

UNICEF is seeking aconsultant/institutions whose purpose of the assignment is to gather and analyse policy, budget and process oriented information and data. (National consultancy firms with appropriate mix of expertise are encouraged to apply. Government officials and ex-officials who have substantive experience in statistical and policy analysis are encouraged to apply)

The National Policy consultant(s) will be required to:
· Collect and document the process of social and economic policy and budget formulation and synthesize the collected information by clearly describing the institutions, mechanisms and processes of economic and social policy formulated at national and local levels.
· In the process of interviews and reviewing of documents, identify the capacity gaps and behavior to inform future communication strategy together with Regional policy Experts.

QUALIFICATIONS AND SPECIALIZED KNOWLEDGE/COMPETENCE REQUIRED.
National Policy consultant
· Advanced degree in Social Science especially in anthropology, political science and Finance or History
· Minimum of 3-5 years of experience in data collection in the field and experience in analyzing national budgets and expenditures
· Proven ability in conducting interviews, focus group discussion to obtain the information necessary for the analysis
· Proven skills in analyzing the budget process and understanding institutional dynamics and developing the recommendations based on the observations
· Superior analytical and writing skills
· Previous work experience with UNICEF or UN agencies is an asset
· Excellent communication and highly developed self-management skills

REMUNERATION AND TYPE OF CONTRACT:
The selected individual will be awarded a short-term (30 working days) special service agreement (SSA) contract with UNICEF Pacific.

DUTY STATION AND TRAVEL:
The selected consultant will be expected to be based in his/her home/office or UNICEF Field Office in country (Kiribati/Solomon Is.) and must bring their own laptop.
