Task Force on the Re-Alignment of Education Sector to the Constitution

The Minister for Education, Prof Sam Ongeri, EGH, MP through the special issue of Kenya Gazette Notice dated 28th January,2011, established the Task Force on the Re-alignment of the education sector to the New Constitution.

The Terms of Reference of the Task Force are:

  • Analyze the implication of the new Constitution on education, training and research for national development.
  • Review the education system in Kenya in relation to:
  1. Relevance and responsiveness of education curriculum to Vision 2030
  2. Access,equity,quality and transitional issues;
  3. Structure of education system from kindergarten to university, including tertiary education institutions, institutions of research, special needs education. Adult education, village polytechnics,homecraft centers and childcare facilities;
  4. Investment in education, both public and private;
  5. Institutional management of governance;
  6. Human capacity in education at all levels;
  7. The place of information communication technology and other technologies;
  8. Niche markets with reference to national, regional and international dynamics; and
  9. Moulding and mentorship values.
  • Undertake a situational analysis of the education sector by:
  1. Reviewing all relevant documents including commission report, policy paper, and legal documents; and
  2. Reviewing best practices from counties which have national and county governments.
  • Undertake a needs assessment to establish gaps in relation to:
  1. Curriculum delivery process including relevance and responsiveness of the education curriculum to vision 2030;
  2. Status of implementation of the targeted education sector interventions.

Any stakeholders and interested groups are invited to submit memoranda and written views to the Task Force whose address appears below.

Any stakeholders or members of the public wishing to make oral presentations or submissions of memoranda personally to the Task Force can do so at the Task Force offices located at KIE, Media Centre on Wednesdays between 9.00am and 4.00pm every week starting on 22nd MARCH, 2011.
