Project title: End-term Evaluation of the Community Development for Environmental Management Programme (CDEMP): Capacity Building Facility (CBF)

Global objective

The end-term review of CBF is expected to assess to what extent the component has enhanced the integration of the environmental dimensions of poverty reduction into local development planning and implementation against the country's existing policy framework. Being an end-of project study, the evaluation mission also should assess sustainability of the inputs delivered, and present lessons-learnt addressed to GoK and to NEMA in particular that might help improve the impact and sustainability of the outcomes of the project, as well as improvements of the effectiveness and efficiency of similar interventions in future.

At the Result level, the consultants should undertake in-depth evaluations to assess the quality of activity implementation and its impact, both at HQ and in the Nyanza field sites.

The review should focus on the key beneficiaries and other stakeholders to provide a view of the ultimate impact of CBF-supported initiatives. In particular, the extent and success of community participation in activities and its potential for to be replicated needs careful evaluation.

Expert profile

A Senior expert (Team Leader) with substantial international experience in the evaluation of projects in the environmental and/or natural resources sectors, particularly those involving rural development planning, community participation and capacity building in Africa. Should have a recognised degree AND at least 10 years relevant professional experience.
