Tasks and Responsibilities
The job holder will be responsible for the management of the Directorate. He/she will contribute to the reputation of the Authority by fostering a customer service culture, with the aim to achieve the highest level of service, integrity, independence, responsiveness and overall transparency in the provision of excellence in Scientific Output.
The job in particular requires to:
- Provide Strategic leadership to the Directorate so it fulfils fully its mission within available resources;
- Develop and deploy a culture of service in interfacing with various stakeholders while guaranteeing that independent and timely high quality scientific output is delivered;
- Ensure the Directorate and all its components operate within a sound control environment ensuring legality and regularity and respecting sound financial management principles;
- Ensure planning, coordinating, monitoring and management of the Directorate activities with a view to achieving EFSA’s objectives;
- Contribute to the elaboration and ensure compliance with EFSA’s independence, Scientific, international and communication strategies;
- Represent EFSA, when required, in meetings with partners, applicants and stakeholders;
- Ensure efficient management and deployment of the Directorate’s human capital.
Eligibility criteria
General conditions
- Candidates must be nationals of a Member State of the European Communities, Iceland or Norway;
- Candidates must have fulfilled any obligations imposed on them by laws concerning military service;
- Thorough knowledge of one of the official languages of the Communities and a satisfactory knowledge of another language of the Communities;
- Meet the character requirements for the duties involved;
- Candidates must be entitled to his or her full rights as a citizen;
- Be physically fit to perform the duties linked to the post.1
Qualifications
- A level of education which corresponds to completed university studies of at least four (4) years attested by a diploma in one of the following fields: food science, food technology, chemistry, biochemistry, toxicology, biology, microbiology, human nutrition, human medicine, epidemiology, dietary exposure assessment, life sciences or related areas; OR
- A level of education which corresponds to completed university studies attested by a diploma in one of the following fields: food science, food technology, chemistry, biochemistry, toxicology, biology, microbiology, human nutrition, human medicine, epidemiology, dietary exposure assessment, life sciences or related areas, and appropriate professional experience of at least one (1) year when the normal period of university education is at least three (3) years.
Selection criteria
Essential:
- Out of the fifteen (15) years of professional experience mentioned above, at least nine (9) years of professional experience in the field of activities covered by the job description;
- At least six (6) years of professional experience in Strategic Management and the ability to translate strategy into operational management (financial, human resources and knowledge sharing, each involving quality management) in particular in scientific areas related to EFSA’s remit;
- Experience in designing and deploying processes in a service‐oriented environment;
- Solid experience in managing a team;
- Good knowledge of Risk Assessment principles;
- Good knowledge of EU food and feed safety principles and associated legislation;
- Thorough knowledge (by training or experience) of financial and budgetary management;
- Ability to analyze complex, specialized information, from a wide range of disciplines and sources and to prepare reports summarizing the information in a clear and understandable language;
- Good organization skills, ability to focus on priorities and to deliver to high standards within specific deadlines;
- Very good command of English, both written and spoken;
- Excellent communication and negotiation skills;
- Good interpersonal skills and ability to build trust by operating with transparency and creating an open and positive environment;
- A sense of respect and co‐operation, and good social skills.
Advantageous:
- Experience in Risk management and/or in Risk communication;
- Experience in starting up a new organisation or a business unit;
- Experience of working in a multicultural environment, preferably with a multidisciplinary approach.
