The OECD is preparing a Skills Strategy with the aim of fostering a cross-government approach to skills - improving skills supply, better anticipating demand and optimising the use of skills in the workforce to promote economic growth and social inclusion. In this context, the OECD Local Economic and Employment Development Programme (LEED) is looking for a Policy Analyst to conduct analysis on integrated approaches to skills, employment and economic development at the level of local labour markets. The successful candidate will also work on a new international OECD project on Local Job Creation. The person will work under the supervision of the Head of the LEED Division within the Centre for Entrepreneurship, SMEs and Local Development.
Job duties
1. Project Management
- Implement international research projects on local skills strategies, indicators for skills supply and demand, and local job creation;
- Commission and manage experts and consultants to work on the implementation of country studies.
- Plan and participate in OECD study visits and organise seminars.
2. Research and Analysis
- Manage and analyse data; synthesize research findings in a timely manner to feed into both LEED work and horizontal projects.
- Review and edit case study reports prepared by consultants; develop policy recommendations in consultation with national and local authorities, prepare draft speeches.
3. Liaison and Outreach
- Contribute to the strategy to increase the impact of the LEED programme, including presenting the results of the projects to various audiences, and involving new countries and partners in projects where appropriate.
- Provide assistance in other related projects and activities.
Qualifications: education, experience, communication and languages
1. Education and Experience
- An advanced university degree in economics, social or political sciences, public management, or a related field.
- Three to seven years' experience in the implementation or analysis of labour market policy and skills in an international context.
2. Key Competencies
- Experience in managing research and analytical activities, excellent drafting skills, and the ability to organise and summarise complex material clearly is required.
- Knowledge of institutional and administrative aspects of policies is also required.
- Experience in local economic development in OECD member countries is a plus.
3. Communication and OECD official languages
- Strong communication and interpersonal skills. Ability to work under pressure and to meet strict deadlines and to be able to work independently and with minimal supervision.
- Excellent knowledge of one of the two official languages of the Organisation (English and French) and proven ability to draft well in that language. Working knowledge of the other.
