Senior Project Finance Manager

ICMA is seeking a qualified and energetic professional to implement and enforce financial policies and review/approve all financial transactions related to grants and contracts. The successful candidate will be an experienced accountant and manager in an international environment. The Senior Project Finance Manager is responsible for developing finance manuals and processes for field offices and for providing guidance on financial management of international and domestic programs and for working closely with program staff in Washington and field offices to ensure that financial controls are in place for effective use of project funds. The Senior Project Finance Manager will assist in the development and maintenance of project budgets, develop systems to track and manage the financial status of projects, comply with financial reporting requirements, prepare cost analysis, and conduct routine day-to-day contractual finance transactions.

MAJOR JOB RESPONSIBILITIES

  1. Budget Management and Preparation: Develop and offer training on budget and pipeline templates that can be consistently used across all projects and is linked to ICMA’s general ledger system and meets donor requirements. Assist Program Managers in preparation of budgets for new awards, modifications, and cost extensions as needed. Assist program managers in pipeline analysis taking into account impact of indirect rates on expenses. Maintain financial monitoring systems to track obligated funding and project costs under Federal and non-Federal grants, cooperative agreements, contracts, and subcontracts. Notify the Contract Administrator and Project Manager prior to the end date of contract or grant, when additional funding is required, or when deliverables are due.

  1. Review of Expenses related to funded projects: Supervise review/approval of all expenditures related to grants and contracts for accuracy, allowability, adequate supporting documentation, proper authorization, compliance with internal policies and funder requirements, proper recording of project and account numbers, and availability of budgeted funds. Coordinate field office financial reviews as necessary; follow general accepted auditing standards in planning and executing internal review of field offices. Oversee proper allocation of invoices to funding sources and expense categories, monitor costs against budgets and obligated funds.

  1. Reporting: Supervise the preparation and submission of financial deliverables, including quarterly accruals. Assists in the design of various financial report formats, prepares reports, and after obtaining supervisor’s and/or program director’s approval, submits the reports to applicable donor agency.
    Complete ad hoc financial information requests.

  1. Policies and Procedures: Develop financial policies and procedures to ensure compliance to GAAP, ICMA policies and donor regulations. Write and/or edit as necessary to ensure a continuously updated field financial manual/handbook. Offer training and ensure that financial policies and procedures are adhered to by all staff including HO and field.

  1. International Program Support: Maintain a close working relationship with international program staff and provide support in proper account coding, ensure consistency among HO and field office financial records and maintain and document internal controls. Ensure organization’s accounting systems are maintained for full life-cycle accounting. Ensure adherence to industry standards and best practices and monitor and enforce adherence to internal controls. Organize/support training on topics such as general accounting, internal controls, budget monitoring, analysis of spending trends and provide feedback on areas with significant over or under spending.

  1. Cost Share: Supervise and maintain financial monitoring systems to track and report cost share. Review and approve all cost share documentation.

  1. Inventory: Maintain up to date files for non-expendable and expendable property files by project. Work closely with field staff to design and update the inventory system.
  2. Field Office Financial Support: Coordinate the set up and close out of financial processes and systems in field offices. Open and close field bank accounts as needed with appropriate signatory authorities. Standardize the software used in the various field offices and automate the transfer of data to Home Office general ledger systems. Streamline field finance processes to ensure timely reporting of monthly expenses and documentation to home office. Implement processes for the efficient storage of backup documentation. Ensure internal controls and processes exist for bank reconciliations and cash reports. Maintain detailed records of bank accounts maintained in all countries with signatory authorities and controls. Review and update field office finance manuals to ensure adequate internal controls exists in field finance operations. Perform site visits as needed to offer training to field finance staff on finance manual and financial processes and to audit controls. Ensure that all financial and project reports have been completed as required. Supervises/Reviews all backup documentation from field offices to ensure allowability and adequacy of documentation. Provides final approval on wire transfers and advances to field offices ensuring availability of funds. Ensures field advances are reconciled between the general ledger and the field balances and ensures timely corrections. Assists in the tracking and reporting of allowances for field office staff to ensure internal consistencies and to serve as a check and balance on contractual compliance issues.

  1. Audits: Supervise internal audit functions of field finance operations and implement corrective action as needed to address findings from audits or reviews. Acts as a liaison to provide required information to external auditors.

  1. Training: Offer training to home office and field office staff on finance manual and financial processes and systems.

  1. Other duties as assigned.


Qualifications


Education and Experience:

-Bachelor's Degree in Accounting.

-Four years accounting experience of which at least two years is in not-for-profit accounting and one year is in a supervisory capacity in an accounting function.

-Minimum 4-6 years administering or coordinating project related financial activities

- Familiarity with USAID and EPA as well as other federal agencies and/or regulations

-Experience with Cost Accounting Standards and OMB circulars

-Experience with Time and Material and CPFF contract budget structures and requirements

-Experience working in a matrix organizational structure with multiple clients and

- Previous work experience with international relief/development organization with multiple field offices is required

Knowledge, Skills, and Abilities

Knowledge of standard accounting procedures, principles and practices

Knowledge of CFR, FAR, AIDR and other appropriate regulations

Knowledge of Generally Accepted Accounting Principles (GAAP)

Familiarity with foreign travel regulations, and U.S. Government procurement procedures

Good writing and verbal skills

Excellent skills in Excel spreadsheet presentations and in financial reporting systems

Excellent analytical, organizational, and problem solving skills.

Experience with Costpoint general ledger system and Cognos reporting

Knowledge of one or more foreign languages helpful

Ability to work on multiple projects simultaneously
