Program Officer - Iran

Position Summary
The Program Officer will manage all program aspects for a portfolio of grants in the assigned region to include program design through implementation, monitoring and evaluation, financial management, fundraising, advocacy, outreach, administration, and backstopping field projects. He/she will report directly to the Senior Program Manager.
Some Duties and Responsibilities
- Conduct day-to-day project administration to support programming in the region
- Organize program activities in a highly challenging environment
- Provide initial review, and if necessary, recommend corrections and/or amendments to supervisor on all reporting
- Manage and track expenses, including filing monthly and quarterly financial reports
- Support Freedom House’s ongoing advocacy of democratic governance and human rights issues through occasional contribution to Freedom House publications, articles, and press releases
- Assist in reviewing survey reports for Iran
- Engage in daily program monitoring
- Monitor key events in Iran (including elections, major news stories, status of particularly relevant human rights/democracy legislation, etc.)
- Conduct pre-departure briefings for Freedom House staff members and consultants as needed
- Oversee and manage program expenditures and budget
- Contribute substantively to proposal development and fundraising opportunities;
- Monitor and report on Iran projects; and other programmatic and administrative duties as needed.

Qualifications
Minimum Qualifications
- Bachelor’s degree in international relations, area studies, political science, or related field; Master’s degree preferred
- Strong ability to communicate effectively in English, both verbally and in writing
- Ability to communicate effectively in Persian is strongly preferred
- 4 – 6 years of related experience with a minimum 2 years experience in project management
- Strong knowledge of human rights principles and mechanisms, and understanding of democracy promotion
- Strong knowledge of USAID rules and regulations
- Strong ability to plan, organize, prioritize work, and multi task to meet tight deadlines
- Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times
- Ability to build and cultivate strong partnerships
- Ability to consistently apply good judgment in problem solving and decision making
- Ability to collaborate with others and work as an effective team member for success
