Pre-Trial Detention Program Manager, Liberia

The Pre-trial Detention Program Manager will coordinate the American Bar Association Rule of Law Initiative's (ABA ROLI) efforts to combat prolonged pre-trial detention in Liberia. The Program Manager will be responsible for effective coordination amongst state and non-state actors to alleviate problems in the justice system that contribute to prolonged pre-trial detention. The Program Manger, using the already existing Pre-Trial Detention Taskforce as a platform, will engage with national and international stakeholders supporting and implementing initiatives in this particular area and focus on facilitating the improvement and/or formation of policies and best practices to be used at the level of corrections, magisterial courts and circuit courts.

The Program Manager will also work closely with both of ABA ROLI’s Pre-Trial Detention Project partner civil society organizations, the Catholic Justice and Peace Commission and Prison Fellowship Liberia, providing support for efficient project implementation and facilitating analysis and evaluation of ongoing activities. The Program Manager will coordinate specific project activities for reducing prolonged pre-trial detention at Monrovia Central Prison (MCP).

Qualifications:

At least two years of international experience managing programs involving rule of law, civil society empowerment or human rights. Applicant should be an excellent networker and have strong diplomatic skills, which would enable him/her to engage with a broad spectrum of stakeholders. Applicant must be a team leader who enables the project team to efficiently, effectively and consistently produce the broad range of outputs associated with a high performing project.

Demonstrated success at facilitating interactions among key stakeholder organizations on policy matters will be highly valued. Law degree preferred
