Liaison Officer

Femina HIP is the multimedia platform and a civil society initiative working with youth, communities and strategic partners across Tanzania. Femina educates and entertains young people and gives them VOICE to speak up and share experiences. Our aim is to promote healthy lifestyles, sexual health, economic empowerment and citizen engagement through a variety of media products and outreach activities.

Femina HIP is looking for a Liaison Offer to work with our team in the outreach activities and monitor out presence in the field. Qualified candidates should have experience in program management with a background in working with district structures and government officials in Tanzania. You will act as the primarily liaison between both local and national level government authorities; key stakeholders; and our distribution partners. As the main focal person at Femina for our work with government, you should be knowledgeable around relevant policies, guidelines and district structures that affect our work. You will drive the out-of-school initiatives, identifying new areas for partnerships as well as potential linkages for our entrepreneurship and livelihoods agenda. A passion for youth and youth issues in Tanzania; fluency in both Swahili and English languages; and a proven track record of innovation and leadership is a MUST. The preferred candidate will be a Tanzanian citizen with a University Degree.
Key areas of responsibility include:
A. Government Liaison
i. Develop/implement a strategy for furthering Femina HIP relationship with Local Government Authorities
ii. Act as the primary liaison for Government Authorities at both local and National levels; identify opportunities for district level representatives of Femina
iii. Travel with Community Mobilization team to liaise with LGAs
iv. Sit on steering/sub-committees and ensure Femina’s activities are highlighted and integrated into activities in these committees
v. Identify relevant governmental policies and guidelines; ensure key government documents are identified and ensure our work is aligned with cede policies
vi. Identify opportunities for promoting Femina materials with district governance structures
B. Out of School Youth
vii. Develop/ implement a strategy for out of school youth and youth participation, including strengthening our out of school clubs
viii. Identify new partnership opportunities and facilitate relationships relating to the out of school youth strategy
ix. Spearhead initiative to encourage youth to participate in governance structures
x. Identify resources and services that link youth with livelihood training
C. Distribution
xi. Maintain regular contact with distribution agents and act as the primary liaison with the distribution agents
xii. Conduct monitoring calls to distribution agents every quarter; update the database and provide feedback as necessary
xiii. Conduct monitoring calls to recipients of magazines; provide feedback to Management as necessary
xiv. Ensure reports and data are delivered by distributors in a timely fashion
xv. Update database with quarterly/bimonthly narrative reports from EAML
xvi. Identify new distribution channels
xvii. Ensure database is kept up to date; ensure no duplicate entries
xviii. Plan and conduct annual Distributors Meetings
Suitable candidate should have
• 5 years experience with project management or program development
• Previous experience working with Government Authorities in Tanzania; experience working at district level is a preferable
• Computer literate and have knowledge of Databases
• Creative with strong analytical skills
• Proven track record of leadership and innovation
• Team player; quickly rapport with individuals and groups, maintains an effective network of individuals both within and outside the organization.
• Passionate about youth issues, knowledge of HIV/AID and sexual education, should be dynamic, proactive and eager to learn
• University education
• Excellent communication skills, good command of English and Kiswahili both oral and written
• Local Tanzanians are strongly urged to apply
