ORGANIZATIONAL LOCATION:

The Investigation Specialist position is located in the UNFPA Headquarters in New York and reports to the Chief of the Investigation Branch, Division for Oversight Services, New York. The incumbent will plan, conduct, direct or lead investigations, assess potential for fraud and other violations of the UNFPA Staff Regulations and Rules in selected programme areas of high-risk operations, country/regional offices, and Headquarter units, and recommend corrective action to minimize risk of commission of such violations.

JOB PURPOSE:

In direct support of UNFPA strategy on fraud prevention and detection, the Investigation Specialist is responsible for:

• Conduct, direct or lead investigations into reports of violations of applicable regulations, rules and administrative or policy issuances; and • Application of effective and efficient systems and mechanisms of prevention and detection of fraud and other misconduct.

DUTIES AND RESPONSIBILITIES:

  1. Plan, conduct, direct and /or lead investigations of cases of alleged misconduct:
    • Defines the parameters and timetable of the investigations/fact-finding exercises with regard to allegations of unsatisfactory conduct:

• Decide on the investigative tools to be employed; • Collect evidence, obtains and review pertinent documentation; • Conduct interviews and take statements; • Analyze facts, and determine findings; • Maintain evidence under applicable legal criteria; • Assemble investigation dossier/file regarding each investigation; • As appropriate, remotely guide and direct UNFPA managers, Field Security Officers, Operations Managers and other relevant staff on fact-finding, including with respect to investigative planning, conduct of specific investigative steps, the taking and maintenance of specific evidence, and the disposition of cases, with due regard for operational risk management; • As appropriate, supervise and lead contract investigators in the conduct of complex investigations; • Recommend on closure of cases and prepare closing memorandum; • Prepare investigation reports for transmittal to the Director, Division for Human Resources, on the relevant facts established, together with findings and recommended corrective measures, as well as evidence and materials to support such actions; • Liaise with Policy/Legal Specialist, Director, Division for Human Resources, and other senior officials as required; • Appear as witness in internal disciplinary proceedings or in other judicial for a, as required; • Comply with the rules and protections established in applicable UNFPA policies (including UNFPA policy on Accountability, Disciplinary Measures and Procedures); • Comply with rules and protections established in UNAT jurisprudence; and • Protect individuals disclosing cases of misconduct from retaliation.

  1. Apply effective and efficient systems and mechanisms of prevention and detection of fraud and other misconduct:

• Assess the potential within programme areas for fraud and other violations of UNFPA Staff Regulations and Rules in selected high risk operations, Headquarters units, regional, and country offices; • Prepare recommendations for corrective actions required to minimize the risk of such violations and monitors timely and effective implementation of these recommendations; • Provide written or verbal follow-up/clarification on investigation reports if/when required; • Liaises with Policy/Legal Specialist, Director, DHR, and other senior officials as required; • Provide advisory services to Headquarters units, regional and country offices; and • Collaborate with Internal Audit Branch in performing forensic data testing.

Perform other duties as required by the Chief of the Investigation Branch.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

• Advanced university degree in investigations, management, finance, law or related field. First level university degree with a combination of significant relevant education, training and experience in the field of investigations may be accepted in lieu of an advance degree. • Formal professional training in a comprehensive range of investigation-related areas. • A minimum of 7 years of progressively responsible professional experience in complex criminal and/or administrative investigations (if first level university degree, then additional 2 years of professional experience are needed). • At least 2 years of experience working within an international investigation role. • Experience in implementing fraud and corruption controls • Experience in applying risk management principles and techniques • Experience in leading teams • Experience in interviewing and analyzing financial data for use in investigations • Knowledge of specialized software applied to investigation and fraud detection, including IT knowledge to establish and maintain databases and tracking systems, is desirable. • Strong analytical orientation and sound judgment, initiative, resourcefulness • Fluency in English, working knowledge of the other required UN official languages desirable. • Field experience in developing countries; experience in investigation in the public sector, including prosecutor or juge d'instruction similar function; knowledge of the law of the international civil service as it relates to investigations, staff misconduct, including fraud. • Excellent interviewing skills. • Excellent oral and written communications skills.
