Project Support Officer in D.R. Congo

Role and Responsibilities
To coordinate the day to day running of the Isiro base, providing support in the areas of security, logistical coordination, finances and HR.

Project Overview
Currently Medair operates projects in three sectors: in Health supporting IDPs in Irumu and Bas & Haut Uélé; in the WASH sector, improving water and sanitation in health centres and supporting the construction of family latrines; and in the sector of Infrastructure, which includes rehabilitation of bridges and crossings on roads to improve humanitarian access.

Key Activity Areas

Security
• Responsibility for management of each incident relating to security.

Logistics
• Oversee, in collaboration with the Logistics Manager, the planning of procurement and distribution plan to meet project objectives in a timely manner with accuracy and completeness of documentation.
• Ensure that assets are managed according to Medair policy and procedures and asset inventory is maintained and up to date.
• Conduct regular monitoring and evaluation assessments against project objectives from a logistical standpoint.
• Oversee the functionality of the operational base to ensure that security and utilities are in place and functioning correctly.

Finances and Accounting
• Monitor the purchasing procedures, ensuring the correct paper trail is in place when purchases are made.
• Manage the Isiro Base Budget in consultation with the Finance Manager.
• Approve and support finances of the monthly payroll, ensuring Medair complies with the employee tax deductions and paid out to the appropriate authorities in a timely fashion.

Human Resources
• In collaboration with the Finance Manager (FM) / Human Resources Manager (HRM) Provide training to all relevant staff on budgets and budget management, internal controls in place and on the financial and logistical process requirements of the donors.
• Oversee in collaboration with FM/HRM and approve personnel files to ensure Nationally Recruited Staff (NRS) insurances, taxes etc. are paid in a timely fashion and that contracts are issued on time, ID cards are made, holidays tracked etc.

Qualifications
• Relevant degree or combination of experience and qualifications

• Strong working knowledge of French (oral & written)

• Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

Working Conditions
• The security situation in Isiro is good which means you are able to move quite freely within the town.
• We have good living conditions with the team living in a fairly large house with electricity provided by a battery backed up solar system or generator.
• Some of the projects may be implemented in more remote and potentially insecure locations.
