World Vision - Niger, an International, Christian Non-Governmental Humanitarian and Child Focussed Organisation has tasked Mission Talent to undertake a search for their new Finance Director. The position reports in a matrix to the National Director based in Niger & The Regional Finance Director based in Dakar, Senegal.

Purpose of the Position

To provide overall leadership and management of the finance function, by promoting financial stewardship, accountability, reliability and accuracy of financial information to be used by senior management for decision making. To develop and implement financial policies, ensuring compliance at all levels, and to ensure effective resource acquisition, utilization and safeguarding of assets according to WV approved policies and procedures.

Strategic financial planning and management:

Alignment of partnership budgets between National office, projects, grants, MyPBAS and support offices.
With the National Office Leadership, advise management on strategic resource acquisition and allocation in line with Regional Working Group (RWG) recommendations approved by the Regional Leader.
Manage NO budget, cash flow and project funding, in collaboration with the Operations Director
Oversee the budgeting process as per budget guidelines, and as part of annual business planning.
Provide technical support to the budgeting process to ensure global and regional budget guidelines are met.
Oversee the preparation of the annual operating plan as per guidelines.
Support the development of WV NO strategic direction and priorities.
Promote financial accountability and reporting:

Design systems, policies and procedures that provide appropriate levels of security and control of WV assets, resources and operations.
Submission of timely, accurate and complete relevant reporting.
Definition and implementation of efficient and effective internal control systems.
Management of fixed assets.
Adhering to partnership policies and guidelines as stipulated in the International Financial Manual and other policies.
Complying with year-end closing process including of year-end reports, appendices and carryforward guidelines.
Inputting project financial reports in Notes (Field Financial Reporting) FFR database.
Reconciling MyPBAS to FFR monthly with action plans for addressing outstanding items.
Ensure NO Finance staff visit ADPs to monitor on accountability issues, follow up on implementation of audit findings and provide support.
Analysing on monthly basis Area Development Programs(ADPs)/Project/Grant financial reports and provide timely feedback to ADP/Project/Grant Managers.
Stewardship

Ensure adequate cost efficiency and effectiveness measures are in place and are being followed through:
Promote benchmarks for determining effective resource utilization at all levels.
Contribute to the development of appropriate policies and procedures for procurement of goods and services.
Finance Risk Management and Controls

Ensure that appropriate financial systems and controls are in place to avoid significant finance audit risk ratings, both at the NO and project levels.
Ensure that management responses to finance audits performed to the NO and projects are sent on time to the Audit Department, and that audit recommendations are implemented at all levels.
Ensure adequate preparation for GC and external audits.
Monitor the Region Financial Risk Matrix
Implement anti-corruption and fraud strategies.
Capacity building

Ensure competent and motivated Finance staff are hired and retained.
Ensure there is a capacity development plan for finance staff, including NFD.
Coordinate and conduct training in areas like accounting, SunSystem, risk management, grant compliance and other key financial areas to NO and project finance staff.
Facilitate ND, operations, board and other non-finance staff in understanding and interpretation of financial statements.
Ensure a continuing professional education.
Participate in the relevant National, Regional, and partnership capacity building initiatives.
Ensure partnership finance policies and procedures are understood by senior management, operations/technical staff, communities and board.
Develop and support succession planning for NO finance leadership.
Strategic networks

Develop good networks and relationships with other NOs, SOs, other partnership areas, other NGO, Banking entities, etc.
Promote shared resource networks within the Region, and the partnership.
Attend and actively participate in strategic regional meetings.
Promote effective networks within WV through effective communication, relationships and twin citizenship.
Leadership/management

Participate in the NO senior management/ Leadership team meetings and represent finance department.
Provide leadership to the finance department and ensure smooth running efficient delivery of services.
Adhere to WVI key policy documents – mission, core values, and covenant of partnership.
Ensure implementation of partnership Finance initiatives and compliance with Finance standards and policies.
Attend daily devotions and weekly chapel services and support spiritual development of his/her team.
Qualifications & Experiences Required

University degree in Accounting, Finance or Business Administration, or a related field, MBA in Finance, M.Sc Finance/Accounting/Auditing preferred. ACCA or CIMA or CPA will be an advantage.
Minimum of 5 years relevant experience in finance position with business/NGO or state agency.
At least 2 years in senior finance leadership/supervisor/head of department role.
Solid knowledge of accounting principles, financial systems, budget/cash flow monitoring and internal accounting controls.
Knowledge of government grant regulations and financial reporting requirements preferred.
Knowledge of local accounting system preferred.
Good working knowledge of computerized accounting systems, preferable Sun Systems & Vision. Must be computer literate in Microsoft Office programs.
Proficiency in written and spoken English & French
Good oral/written and interpersonal skills.
Able to work on a cross-cultural environment with a multi-national staff.
Must be able to lead and manage a team.
Ability to solve complex problems and to exercise independent judgment.
Ability to travel within country, regional and internationally
