DESCRIPTION
Oxfam Italia is an independent NGO established in Italy (Arezzo) at the beginning of the ‘70s and now working in several countries. Oxfam Italia is born from the experience of Ucodep, an Italian NGO for over 30 years committed in the struggle against poverty and injustice. Oxfam Italy is the Italian observer member within the Oxfam International Confederation, the fourth international coalition in the world specialized in humanitarian aid and development programs.
Within Oxfam’s Single Management Structure (SMS) process, Oxfam affiliates working in Maghreb Region have developed a Joint Country Cluster Analysis and Strategy (JCCAS) which has been provisionally approved by the Oxfam Middle East and Maghreb Program Governance Group (MEMAG PGG). The JCCAS will guide Oxfam’s work in Maghreb and provide the basis for defining programming. Oxfam Italy is member together with Oxfam Novib, Oxfam Great Britain, Oxfam in Belgium, Intermon Oxfam and Oxfam Quebec. Oxfam Novib has been designated as Managing Affiliate for the Country Cluster of Maghreb.
Oxfam Italia works in Morocco mainly focusing on economic justice, rural development and to safeguard agrobiodiversity. On the basis of its consolidated experience, in the framework of the JCCAS, in closed cooperation with the Country Cluster Leadership Team composed of the other Oxfam affiliates working in the area, Oxfam Italia has engaged itself to develop its work at a regional level, paying particular attention to the following sectors:
Economic Justice: in particular, we work in Morocco to support small-scale producers and the organizations of producers (cooperatives, etc.) of the rural areas through i) bettering the production (quality and quantity), ii) the internal governance of the existing associations/organizations of producers, iii) promoting the safeguard and protection of natural resources to favor environmental sustainability and agro-biodiversity;
Active citizenship: in particular we work to strengthen the capacities of the civil society organizations to advocate and to sensitize local communities, especially youth, about human rights and the importance of an active participation to public life and we try to favour inter-regional dialogue about shared topics like human rights, public freedoms and women rights.
MAIN RESPONSIBILITIES The main tasks to be carried out are related to the following two axes: - Assessment missions in new geographic areas and in Morocco’s neighbouring countries through field visits and missions to reinforce Oxfam Italia’s regional role and strategy in the economic justice and active citizenship fields of intervention through i) identification and contacts with new potential partners; ii) creation of a data base of potential partners and stakeholders to be involved in new potential regional programs, paying particular attention to already existing networks working at a regional level; iii) research and mapping of other actors’ strategies (national institutions, INGOs, IIOOs) and on-going actions in similar sectors of intervention. - Assessment, design and writing of new Project Proposals (concept notes) for the following calls for proposals, proposals in accordance with their guidelines: Non-state actors and local authorities in development; Strengthening the capacities of non-state actors – actions in partner countries (multi-country); The consultant will act under the direct supervision of the Expatriate staff based in Morocco and with the Head of the Mediterranean and Middle East Office in Italy for all strategic issue (geographic areas of intervention, institutional and operative partners, target groups/beneficiaries, methodological approach, budget). He/she will have to coordinate with other Oxfam affiliates operating in the area, Oxfam Novib in particular. QUALIFICATIONS - Advanced university degree or Master degree in Political Sciences or Economics; - At least 3-year experience in working with NGOs or International Organizations on economic justice programmes and/or programmes aiming at supporting civil society organizations and networks; - Proven previous experience in designing and writing Project Proposals for European Union under Non-State Actors and Local Authorities in Development (Development cooperation instrument) call for proposals and in project management; - Ability to write assessment missions reports in French and English - Ability to write Project proposals in French and English; - Good knowledge of spoken and written French and English; - Capacity in networking building, partners involvement and participatory approach; - Capacity to work within an international context; - Autonomy and capacity in managing time and responsibilities; - Strong computer literacy with a full knowledge of Ms Office; - Problem solving attitude; - Good inter-personal and communication skills. The following skills will be considered as an asset: - Previous work experiences in Maghreb area; - Good knowledge of the Arabic language.

SELECTION CRITERIA CVs will be pre-selected according to their coherence with the required profile. Candidates might be called for interviews and selection tests starting from the first day immediately after the deadline for the submission of CVs. The interview will take place in Florence or Arezzo, Italy. Travel costs on account of candidate. For candidate who are not in Italy the interview will first be held through Skype.
