Indonesia Social Protection Specialist

About the Social Protection Unit

AusAID’s Social Protection Unit was formed in January 2010. It manages Australia’s support to the newly formed National Team for Accelerating Poverty Reduction (TNP2K) and is very engaged with this Team especially on GoI’s social assistance programs. TNP2K reports directly to Vice President Boediono and has strategy and policy responsibility for the GoI’s key poverty programs which have a budget of $9.6 billion in 2011.

The Unit engages closely with key stakeholders involved in supporting the GoI’s social protection work especially the World Bank and GIZ. While AusAID’s support for TNP2K covers a number of programs, including social assistance, community driven development and micro, small and medium enterprises, the technical engagement of the Social Protection Specialist is predominantly in the area of social assistance.

The Location

The Social Protection Specialist position is based in the AusAID office in Jakarta, but may be expected to spend periods of time (up to two weeks), outside Jakarta - sometimes in very remote locations.

The Roles and Responsibilities

This position is a non-on-going position and will report to Counsellor. The key roles and responsibilities of the position are as follows: • Lead the design and management of a significantly scaled up social protection program (currently $57 million over four years but likely to grow significantly in the near future). • Oversight of all components of AusAID’s social protection engagement in Indonesia including program design, program management, relationship management and research. • Manage the four member social protection team and assist team members with tasks as required. • Participate in the formulation of concepts and designs of social assistance activities commissioned under the Poverty Reduction Support Facility. • Work closely with the social assistance working group of TNP2K to develop and peer review social assistance policy and strategy. • Provide AusAID’s input to social protection work carried out by other donors and researchers. • Represent AusAID at social protection meetings held by the GoI and other key stakeholders. • Participate in World Bank social protection analytical work (e.g. experiments, evaluations) and review outputs. • Work with GoI’s planning agency, Bappenas, on strengthening social assistance planning and any other priorities (currently disabled, elderly and neglected children). • Ensure cross program linkages are made and maintained especially with health, education, gender, decentralisation and PNPM sections/units. • Develop and maintain an ongoing research program and participate directly in some of this analytical work. • Share information with AusAID's social protection teams in other countries and with a broader audience through cables. • Conduct required field trips associated with above work.

The Selection Criteria

Essential Criteria:

  1. Strong background in the social protection field (social insurance or social assistance).
  2. Previous experience working with large government social protection or poverty reduction programs.
  3. Demonstrated analytical skills and in-depth knowledge of social protection issues and instruments.
  4. Demonstrated experience in developing, monitoring, evaluating and managing development programs.
  5. Highly effective leadership and management skills and demonstrated capacity to work in a team environment.
  6. Highly developed communication, negotiation, liaison and representation skills, in written and spoken English.

Highly Desirable Criteria:

  1. A university degree (preferably at post-graduate level), in a field related to development assistance, from a recognised institution.
  2. Ability to speak or acquire Bahasa Indonesia
  3. Previous experience working in a bilateral or multilateral donor organisation
