Security Officer in Afgahnistan

Role and Responsibilities
Working closely together with programme management and programme support staff, the Security Officer supports security management and the overall coordination of risk management through technical advice, policy support, trainings, briefings, networking and information management.

Project Overview
In Afghanistan at present Medair implements programmes in the WASH sector, Food Aid, Emergency response and Nutrition sectors.

Initial Contract Details: Minimum 12 months, 100%

Key Activity Areas

Security Related Assessments
• Provide technical support to the Country Director (CD), line and project managers for context and situational assessments.
• Support teams to conduct risk, threat and vulnerability assessments.

Security Management
• Support teams writing and regular reviewing of security location plans based on thorough assessments.
• Support the development of additional security related SOPs where appropriate and consolidate existing plans for maximum usability for the team.

Crisis Management
• In consultation with CD ensure preparation for the set-up of the Field Crisis Management Team.
• Ensure that CM plan is regularly up-dated with correct names and phone numbers; that administrative issues (personnel files, useful phone numbers, etc.) are in line with procedures.

Briefings and Trainings
• Provide regular security briefings to CD, project and line managers, visitors and as requested to other staff.

Security Compliance
• Review compliance of the country programme security set-up with Medair’s policies and procedures.
• Monitor adherence to security location plan and SOPs, provide feedback to the individual staff members involved and report back to respective line managers, if necessary.

Qualifications
• Higher level qualification in Security Management or equivalent combined work experience and security management training

Experience / Competencies
• Minimum 1 year experience in security management in a conflict zone environment
• Experience in training and coaching
• Familiar with Security Management procedures
• Able to assimilate and analyse large amounts of information
• Good organisational skills
• Good communication skills
• Able to enforce procedures
• Cooperative and servant hearted
• Calm in a crisis
• Capacity to work under pressure and to tight deadlines

• Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

• Able to live and work with a multicultural team under difficult conditions
• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

Working Conditions
• Living and working in Kabul, the capital of Afghanistan.
• The Security Officer will also spend part of their time in Faizabad, the base for Medair’s activities in Badakhshan Province.
• Project sites will be visited. These can be remote and conditions (transport and accommodation) can be basic, including travel by horse.
