This role will head up the Human Resources function for Oxfam GBs programmes in the Middle East, Eastern Europe and Former Soviet Union countries (MEEECIS). MEEECIS is a remarkable region, encompassing many different cultures, lifestyles, and traditions. From Palestine to Yemen, from Russia to Tajikistan, the region is at the centre of the political world, and always in the media spotlight. Oxfam’s programmes here are innovative and dynamic, and the teams are diverse and professional. Working here you will help to build a better future, to challenge conventional thought, develop perspectives, and help deliver effective ways of making change for poor people in those countries.

The role Oxfam GB has an excellent reputation for HR best practice with business partnering imbedded as a concept through-out the organization. This role will be leading a well established regional HR function. With the HR basics in place you will be in a strong position to deliver an HR strategy aligned with the region’s recently developed vision. This vision puts people at the heart of everything we do and has strong buy in from the regional leadership team.

In this role you will report into the regional business head for the Middle East, Eastern Europe and the CIS. You will be an integral part of the regional management team and will closely business partner our Country Directors based in country. You will line manage a team of 4 staff and work through HR staff based in the country programmes. Currently the region has around 250 staff of which 90% are based in the field.

What we are looking for You will have significant senior international HR experience within complex matrix structured global organizations. Within your HR team you will have expertise in L&D - as such you will have a complimentary skill set with strengths in Change Management, Resourcing, Performance Management, Employee Relations and Reward. You may have experience reporting into the business and being a member of a management team although this is not essential.

You could be from the NGO, public or private sector – what is most important is that you’re comfortable working in a fast paced, results focused culture. You’ll be operating in a region that is insecure and can rapidly change. As such you will need to be comfortable with risk management and have the flexibility and pragmatism to find solutions to the problems you encounter.
