We are managing the AusAID funded Philippines Australia Public Financial Management Program (PFMP) which is an initiative to improve the efficiency, accountability and transparency in the use of public funds in the Philippines to enable better service delivery. The program prioritises practical budgeting and expenditure management reforms that improve the basic building blocks for a modern PFM system. The first phase of the PFMP is five (5) years.

We are currently seeking applications for two (2) specialist Adviser positions for this program.

Senior Public Financial Management Adviser – COFF-2307

24 month contract (Job category C, Level 4 on AusAID’s Adviser Remuneration Framework)

Governance Adviser – Civil Society – COFF-2306

6 month contract (Job category B, Level 3 on AusAID’s Adviser Remuneration Framework)

We are also establishing a pool of consultants and firms for PFMP for future work opportunities on activities and projects that it will fund. The pool, or registry, covers an initial four major areas of expertise:

· Public Financial Management and Reform

· Public Sector Management and Capacity Development

· Management Information Systems (FMIS/ HRMIS)

· Participatory Governance

We are inviting individual consultants and consulting firms to be part of this pool. Interested parties should complete their Expression of Interest online and submit Curriculum Vitae (for individuals) or Company Profile (consulting firms).

The registry will be updated every year. The first batch of individual consultants will be constituted by end of January 2012. Expressions of Interest and other documents required must be submitted no later than 12 December 2011 to be considered.

The registry is open to international and local consultants and consulting firms. Women are encouraged to apply.
