Afghanistan Assistant Programme Specialist (Monitoring and Evaluation) P2

Act as an Assistant Programme Specialist in UNESCO Office in Kabul and be responsible for monitoring and evaluation, database-management, and statistical analysis of literacy programmes.

(Responsible Tasks) Under the overall authority of the Assistant Director General for Education and direct authority and supervision of the Director of UNESCO Office, the incumbent will carry out the following duties:

  1. Provide guidance and technical support to M&E Group of ELA (Enhancement of Literacy in Afghanistan) Programme
  2. Manage and implement Afghanistan Literacy Assessment Survey (ALAS)
  3. Take part in and facilitate M&E Working Group(s) and provide assistance to Literacy Department of Ministry of Education (LD) in developing workplan(s) for M&E
  4. Develop and manage qualitative and quantitative monitoring for the Programme
  5. Conduct data analysis in monitoring/evaluation and maintain regular reporting maintained
  6. Plan and manage internal/external evaluation of the Programme
  7. Develop and manage NFE-MIS with Literacy Department and other stake-holders
  8. Coordinate submission of progress reports and support the preparation of the official consolidated annual report, including regular reporting in SISTER and providing inputs to the 36C5 documents.
  9. Maintain regular communication and reporting to the Government of Japan and UNESCO HQs including drafting and submission of quarterly and annual report
  10. Conduct field visits and provide technical assistances to the field staff
  11. Perform other tasks assigned by Programme Manager and Programme Coordinator

(Qualifications) 1. Advanced university degree (equivalent of a Masters Degree) in Statistics, M&E, Education or in the relevant field 2. 2-4 years of progressively relevant professional experience in Statistics, M&E, Education/literacy. 3. Excellent IT skills and communication skills, particularly database/statistics is required 4. Excellent knowledge of English and working knowledge in other languages would be an asset
