National TB Project Manager-(Stop TB in Western Province)

In coordination with Provincial Health Department of Western Province and the National TB Program, this job is responsible for providing technical support and coordination for the planning, implementation, monitoring and evaluation of ‘TB Odiobo Himara Ara Nirowa’ activities based on the approved Project Implementation Plan. He/she is responsible for supervising the Provincial and District TB Coordinators in the implementation plans and budgets. He/she is also responsible for ensuring that essential technical and administrative support is satisfactorily provided to field staff to ensuring efficient and effective field implementation, documentation and reporting. They are also responsible for ensuring that area based sustainability and phase out strategies. This person must work closely with a range of stakeholders including WV PNG management, NTP partner agencies, Western Province Provincial and District Health Offices, Academia, Church networks partner NGOs and other local partners for the smooth operation of the Project.


KEY RESPONSIBILITIES:

      Facilitates the day-to-day implementation and operations of the projects in coordination with the different partners and Provincial/District Coordinators: 25%
      • Act as a link between the National office and the Provincial and District levels of the program in terms of communication and provision of technical support and monitoring.
      • In collaboration with Provincial and District staff, actively fosters cooperate, Government and NGO partnership which contributes to achieving the aims of NTP
      • Works collaboratively with Provincial and District staff to develop activity plans, budgets and reports that directly address the strengths and weaknesses of our work in relation to the program targets and technical outcomes.
      • Conducts regular visits to all areas under the program to provide guidance, monitoring and interventions where necessary
        • Link established with good communication with technical support
        • Good planning, budget and report developed.
        • Activity, plans, budgets and reports developed that addresses the strengths and weaknesses of the program targets and technical outcome
        • Regular visits done to program areas and recommendations made on the basis of these visits.
      Coordinates and collaborates with top level officials both within and external to the Project to ensure goals, objectives, policies, protocols and standards are met: 25%
        • Networks and maintains harmonious working relationships with the representatives of implementing agencies and keeps them updated on WV actions.
        • In collaboration with Provincial and District staff, actively fosters corporate, government and NGO partnerships which contribute to achieving the aims of the NTP.
        • Participate in technical review meetings and other regional/national TB control meetings.

          • Participate and provide feedback on the program’s implementation
      Fosters the development of initiatives that creatively and innovatively address the core components of our ACSM and link it to the key technical aims of the NTP: 25%
        • Develop strategies and partnerships that meet key objectives such as addressing TB/HIV, MDR-TB, PPM, TB in Prisons, the development of functioning CBOs etc.
          • Strategies developed and objectives of the project met
      Implements quality assurance mechanisms to ensure the program operates at its most effective in order to meet program outcomes: 25%
        • Monitors actual expenditures on a regular basis and institutes corrective actions when necessary to keep within proper budget levels.
        • Finalizes and submits project plans and reports on a monthly and quarterly basis.
        • Conducts Monitoring and Evaluation of the program and its staff on an ongoing basis.
        • Reviews and consolidates Provincial Plans in all covered areas that translate to the over all DIP of the project.
        • Take lead in consultation meetings and project reviews for all staff and invited partners.
          • Actual expenditures monitored

KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • Must be a graduate of allied medical/social science from a recognized college and with focus on communicable diseases, and health promotion, preferably on tuberculosis.
    • Excellent communication skills (both oral and written) at all levels.
    • Strong inter-personal and leadership skills.
    • High analytical skills
    • Dare to take actions, positive thinking, creative, innovative, influential leader.
    • Demonstrated management experience in the area of training and monitoring and evaluation at all levels. Result-based management orientation.
    • Travelling to Western province about 40% of the time or more. Otherwise based in Port Moresby.
    • The role requires management and supervision of a team which are based both in the capital of Western and also at a district level. The staff member fulfilling this role must be willing to work in a very remote context with basic conditions and have an ability to adapt well to diverse cultural contexts.

      PREFERRED:
    • 3-4 years of managerial experience in handling a TB Project or similar health project.
