We seek qualified candidates for the position of Director, PROGRESS, M&E & Knowledge Management, New Delhi, India.
Position Responsibilities:
Director, PROGRESS (50%)
·Implement and manage the USAID supported “Program Research for Strengthening Services” (PROGRESS) program and activities in India Country Office according to the approved work plan;
·Provide leadership and technical assistance to in-country partners in research, research utilization and capacity building;
·In collaboration with the FHI 360 Country Director and Deputy Country Director, maintain solid working relationships with the USAID Mission, other donors, national- and state-level Ministry of Health, local NGOs, international organizations and other in-country partners;
·Provide leadership, management, and administrative oversight for FHI 360’s PROGRESS research, training, and research utilization, including information dissemination, activities in India Country Office.
·Develop quarterly progress reports, contributes to semi-annual reports and others as requested in timely fashion;
·Liaise with the PROGRESS Deputy Director for Research on research opportunities and integration of reproductive health issues;
·Liaise with PROGRESS technical monitors and researchers at FHI 360 headquarters in North Carolina, United States;
·Liaising and promoting collaboration with Bill and Melinda Gates Foundation (BMGF) supported Urban Health Initiative (UHI) project;
·Participate in strategic planning for the FHI 360 Country Office and the development of the annual workplan and budget;
·Participate in relevant meetings on family planning or those that otherwise bear on FHI 360 program in India Country Office, as required. Identify and establish project linkages as appropriate;
·Represent FHI 360 and liaise with relevant government departments, technical working groups, coordinating agencies, and other donors to coordinate activities;
·Participate in resource mobilization efforts on Research activities along with the Country Director, Deputy Director and Resource Mobilization team in FHI 360/India and FHI 360/APRO; and
·Perform other relevant duties as assigned by Country Director.
Director, M&E grant (49%):
·Manage the BMGF supported Monitoring and Evaluation grant including managing development and dissemination of journal articles, publications, monographs and other communication material related to the two rounds of Integrated Biological and Behavioral Assessment (IBBA) and other evaluation/surveillance data sets.
·Manage collaborative partnerships with governmental organizations including National AIDS Control Organization and Indian Council of Medical Research to ensure that the IBBA data sets are made available for further research and is utilized for influencing government policies and programs on HIV and AIDS.
·Provide essential technical assistance to NACO to ensure that the IBBA methodology and tools developed under the grant are adopted and used for strengthening existing HIV surveillance in India in collaboration with other technical assistance agencies and developmental partners.
·Manage the Avahan computerized management information system and ensure that it is constantly updated according to needs and demands of the Avahan program including transitioning to National AIDS Control Organization/ Strategic Information Management Unit (NACO SIMU) reporting and ongoing support to Avahan partners as and when required.
·Provide leadership to India Country Office around issues related to Monitoring and Evaluation including centralized CMIS managed at FHI 360/India. Provide support in developing M&E log frames for newer projects; developing monitoring indicators and reporting formats; and ensuring data quality.
Director, Knowledge Network project (1%);
·Provide guidance to the Technical Officer and facilitate documentation and publications of select Avahan programs based on agreement with Population Council and Avahan.
·Facilitate training of state lead partners and NGO partners under Avahan program on documentation and dissemination under the guidance of Population Council.
·Ensure dissemination and sharing of knowledge and lessons learned from various Avahan supported projects.
Minimum Requirements:
Education/Experience:
MD/PhD and 5-7 years relevant experience and professional level of knowledge and expertise in reproductive research and research methods and application
or MS/MA /MPH and 7-9 years relevant experience and professional level of knowledge and expertise in reproductive health research and research methods and application.

Language Requirements: English (mandatory), Hindi (preferable)
