Operations Manager - Solomon Islands
To support & assist the Solomon Islands Country Program Manager to provide quality leadership & management to all the field operations and programme quality activities, to ensure efficient & effective programme/project implementation, and to meet the goals and objectives of World Vision and its partners in the Solomon Islands. This will assist World Vision be seen as a partner of choice for Support Offices and Donor Agencies. The Operations / Programme Quality team involves an Operations Co-ordinator, a team of 4 programme quality staff, as well as various technical co-ordinators to support the WVSI strategy implementation.

- Strategic Planning & Alignment: Develop and track strategies and annual plans related to operations. This includes strategies for all the priority sectors for WVSI
- Networking for greater impact with relevant stakeholders and partners
- Support and Monitoring Project and Programme Implementation: ensure projects are equipped and are delivering projects according to the plans and budget.
- Resource Acquisition: networking with donors and SOs and leading on the development of proposals and concept notes
- Implementation of DME systems and tools across WVSI: ensuring all DME functions occur across the various projects
- Programme Staff Capacity Building and Support: Ensure that projects and programmes are well staffed and have the relevant capacities built and supported.
- Team and Staff Management: Ensuring the Operations team is staff and guided.
KEY RESPONSIBILITIES:
- Lead the development of the operations and programme quality strategies and annual business plans for the country, ensuring alignment with the WVI initiatives (ie CWBO and Targets and IPM)
- Lead the development of priority sector strategies for the country
- Develop, maintain and regularly review guidelines, procedures and policies that will facilitate more effective field operations nationally.
- Integration of all projects and programmes bringing a true holistic approach to development.
- Contribute to the senior management team for effective decisions related to operations and as a senior leader of the organization.
- Encourage the full and appropriate expression of World Vision’s Christian identity. Participate in and lead devotional meetings, weekly chapel, annual staff retreat, annual Day of Prayer and other events.
- Develop and oversee the implementation of relevant partnership initiatives in operations / program quality i.e. PMIS etc.
REPRESENTATION & NETWORKING - Time Spent 10% - Ensure that WVSI is represented at regional or Global World Vision operational, technical and programme quality meetings forums.
- Represent WV at donor meetings, joint agency assessments and task forces, developing and maintaining good relationships
- Ensure regular discussions are held with the Solomon Islands Government Ministries and develop sector-wide MOUs for partnership in line with WVSI sector priorities
- Increase WVSI’s approach on partnering for project delivery including via inception workshops and MOUs with each partner for project delivery
- Work with in-country donors to produced signed project contracts or revisions
- Work with SOs to produced signed Partnership Agreements
- Ensure all sector leads actively participate in relevant stakeholder or technical task forces
- Ensure all sector leads actively participate in relevant WVI technical working and learning groups
- Build and maintain good relationships between WVSI and the churches
SUPPORT AND MONITOR PROJECT AND PROGRAMME IMPLEMENTATION - Time Spent 20% - Ensure the implementation of activities as per design, Detailed Implementation Plans (DIPs) and budgets
- Support the teams to develop revised annual DIPs and budgets according to annual over / underspending
- Track project budget expenditure to ensure spending is according to resources
- Ensure variances on expenditure is provided to finance
- Ensure projects and programmes submit regular funding requests in line with the budgets
- Support all projects and programmes to develop and submit quality (semi) annual reports according to LEAP or donors requirements.
- Ensure all projects and programmes are fully staffed according to designs and need
- Ensure all projects and programmes have the require office equipment and transport as needed
- Ensure all project documentation is stored hardcopy and soft copy
- Support any audits with the provision of documents or via enabling site visits
- Ensure that operations activities and processes are in compliance with all relevant sections of the Field Financial Manual.
- Pay frequent visits to Area Programme Offices and communities to monitor progress, support staff, resolve issues, meet partners (including community people).
RESOURCE ACQUISITION Time Spent 20% - Track and discuss funding opportunities with Support Offices
- Engage with in-country donors to discuss funding opportunities
- With the programme teams develop all concept notes and proposals according to the donor requirements, including narratives, DME documents and budgets
- Produce office growth plans
- Complete grant risk assessments
- Engage with donors to promote an empowerment rather than service delivery development approach
IMPLEMENTATION OF DME SYSTEMS AND TOOLS ACROSS WVSI - Time Spent 10% - Pay frequent visits to Area Programme Offices and communities to monitor progress, support staff, resolve issues, meet partners (including community people).
- Ensure all baselines are carried out and Indicator Tracking Tables produced
- Ensure all evaluations are carried out and reports produced
- Manage all consultants related to DME functions, including producing contracts and ensuring payment
- Roll out various DME methodologies across WVSI including Most Significant Change and Community Based Monitoring
- Ensure monitoring of all project activities using the WVSI monitoring tools and ITTs
- Implement IPM in two new area programmes and elements in all new programme designs
- Ensure all projects have at least CWBO in the logframe
- Plan and track all CWB Targets across programmes and report to the region
- Lead WVSI in PMIS implementation including developing an implementation plan and organising training for staff on it’s implementation
PROGRAMME STAFF CAPACITY BUILDING AND SUPPORT - Time Spent 10% - Provide effective supervision to the Area Programme Managers and support & mentor them for their work.
- Develop annual capacity building plans for each priority sector and DME
- Co-ordinate technical support to area programmes, ensuring that all trainings are developed according to the latest developmental thinking and according to staff needs
- Ensure engaging community training is developed including with Information, Education and Communication materials as well as the use of other mediums (song, dances, DVDs, radio programmes)
- Ensure annual all evaluations are reflected on with operational issues highlighted and action planned developed to address these
- Organise and hold regular trainings and reflection times for Area Managers and technical staff
- With People & Culture help role out competency development for World Vision’s Integrated Programming approach.
- Ensure all DME Officers understand LEAP and what is required at east stage
- Plan and provide training on CWBO and CWB Targets to all programme staff
- Ensure that the capacity of programme staff is built on community engagement methods and PLA tools
- Ensure that the capacity of DME Officers is built in order to roll out various DME methodologies
TEAM AND STAFF MANAGEMENT - Time Spent 20% - Participate in the recruitment or required Operational team members, Programme Quality team members and also Area Manager positions
- Support the professional and personal development of the Operational team members and Programme Quality team members through on the job coaching and via providing external or on-line training opportunities.
- Build cooperation, team spirit, a supportive and learning environment in collaboration with all other departments.
- Hold regular Operations and Programme Quality meetings for updating and planning by the teams
- With People & Culture help role out competency development for World Vision’s Integrated Programming approach.
- Ensure all team members have set annual objectives and review twice a year
- Line-manage at least 5 sector co-ordinators, 1 Operations Co-ordinator, 1 Senior Quality Co-ordinator, any expatriate project managers and up two SO volunteers. Provide regular support and coaching to all positions line-managed.
- Work towards building competent National Staff to take over expat Operations Manager duties in the coming 2 years, particularly the Operations Coordinator and/or Program Quality Coordinator.

KNOWLEDGE, SKILLS & ABILITIES:
- Aware of and willing to support the organisation in the pursuit of World Vision’s mission and have personal and family lifestyles that are consistent with World Vision core values.
- Bachelor’s degree required, with a Master’s degree in international development, business administration, public health, economics, rural development, or similar, preferred.
- Two to three years experience with international development or relief projects, preferably within WV, with at least two year’s experience in a senior management role in a developing country, required.
- Previous experience working in a Pacific environment will be an asset.
- Demonstrated experience in programme or project, implementation, monitoring, evaluation and report writing, preferred.
- Excellent written and verbal communication and relational skills, especially in a cross-cultural environment, and ability to analyse and solve problems, persuade, network and negotiate
- Able to work as part of a team as a positive contributor/ encourager.
- Excellent proven track record of donor relations with multiple donors.
- Strong planning and organisational skills and ability to prioritise and handle multiple tasks. Able to work gracefully under pressure and in situations of insecurity and uncertainty.
- Demonstrated ability to work well with national staff and a passion for capacity building, staff and organisational development
- Computer literate in Microsoft Office, email and Internet.
- Ability to maintain a balanced life while working and residing within a small pacific town with limited recreational choices
PREFERRED: - Previous experience with WV and experience in the Pacific an advantage
