UN Coordination Analyst

The Government of Indonesia signed the "Jakarta Commitment" in 2009, which localizes the Paris Declaration for increased aid effectiveness, local ownership and donor coordination. The UN in Indonesia is responding to this call for increased harmonization with a strengthening of its common approaches and the delivery of results for the advancement of the MDGs based on a joint framework. The assignment of the Coordination Specialist will play an important role in supporting the UN Indonesia in this effort. The Coordination Specialist works in close collaboration with UNCT members, programme and operations teams of the Agencies, UNDGO staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful and transparent coordination of UNCT activities.

Under the guidance and supervision of the Head of RC/HC Office, the Coordination Specialist reinforces the capacity of the UN Country Team to implement a high quality, focused and strategic United Nations Partnership for Development Framework (UNPDF: the UNDAF in Indonesia) to respond to crisis and post-crisis contexts, to support the national strategies setting, to develop and implement the collaborative and joint programmes, to monitor progress towards the Millennium Development Goals (MDGs) and Global Conferences, to establish electronic and other systems for agencies without field representation to access national systems and processes, and for national counterparts to access the expertise of agencies without field representation.

The Coordination Specialist is based in the Office of the Resident / Humanitarian Coordinator. The structure of the office is unique as the office of the Resident Coordinator and the Office for the Coordination of Humanitarian Affairs (OCHA) are both integrated into one RC/HC office. On non-humanitarian matters, the office manages a wide range of interagency coordination issues, for example supporting joint programs between several UN organizations, facilitating coordination of UN working groups or advising on Human Rights or Disaster Recovery.

Duties and Responsibilities

Ensures effective support to UNCT in preparation and implementation of country programming processes and products, including UNPDF and UN programmes coordination focusing on achievement of the following results:

  • Facilitates coordination among senior management of UNCT members, especially on UNPDF implementation, monitoring and evaluation;
  • Coordinates the liaison with key Government counterparts, including Bappenas;
  • Facilitates coordination of the stakeholder dialogue with all relevant groups in Indonesia (Civil Society, Private Sector and others) to ensure appropriate input into the UNDAF;
  • Provides guidance and coordinates analysis and research of the political, social and economic situation in the country including managing the support of the UNCT for establishing Dev-Info in coordination with relevant national counterparts;
  • Provides secretarial support and guidance to the UNPDF Working Groups, to ensure full participation UN Agencies, Government, civil society, multilateral and bilateral institutions, and facilitate coordination and information sharing between UNPDF groups;
  • Facilitates national ownership, leadership and involvement of government in UNPDF implementation through work of UNPDF thematic groups;
  • Facilitates establishment and implementation of effective mechanisms for monitoring UNPDF implementation based on the UNPDF Results Matrix and the UNPDF Monitoring and Evaluation Plan in consultation with UN Agencies, Government, civil society, multilateral and bilateral institutions;
  • Monitors the activities of the UN Theme Groups;
  • Provides advice on adjusting strategies and implementation modalities, cost-effective and efficient implementation of joint UN programmes, common services and other UN functions;
  • Facilitates development of strategies, policies and programmes in close consultation with UN Agencies aimed at reaching the MDGs and establishment of the system for monitoring the progress towards the MDGs and Global Conferences;
  • Facilitates effective coordination and information sharing between operations and programmatic working groups
    coordinate efforts at common programming such as HACT and joint PMIG.

Ensures preparation and implementation of the RC Work Plan focusing on the achievement of the following results:

  • Coordination of the RC Work Plan, reports and proposals for funding preparation;
  • Coordination of substantive preparations and support provided for UNCT retreat, regular monthly UNCT meetings and extraordinary UNCT meetings as they arise;
  • Facilitation of regular monitoring of progress of RC work plan and taking corrective action as necessary;
  • Monitoring of the Support to the Resident Coordinator (SRC) fund and other funds dedicated to UNCT activities;
  • Approval of expenditures reports.

Ensures effective advocacy of UN activities in close consultation with UNIC and the information/ communication focal points of the UN system focusing on the achievement of the following results:

  • Facilitates maintenance of the systematic information on RC system activities;
  • Implements the outreach strategy for partners of the UN system;
  • Provides advice on media and communication strategies of the UNCT, in close consultation with UNIC;
  • Oversees establishment and regular maintenance of the UN in Indonesia website;
  • Preparation of speakers notes, talking points, speeches for major advocacy events of the Resident Coordinator system, in close consultation with the UNCT and partners;
  • Provide coordination support to high-level visits of UN officials to Indonesia as and when needed, including ensuring effective coordination of logistical, programmatic, security and administrative issues.

Ensures implementation of the resource mobilization strategy for UNPDF implementation focusing on achievement of the following results:

  • Development of partnerships with IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society;
  • Analysis and research of information on donors, preparation of substantive briefs on donor strategies and national development strategies, provision of advice to UN RC on ensuring synchronicity, alignment and complementarity between these strategies and UN activities;
  • Coordination of the substantive preparations of the UNCT for roundtables and other key events in close consultation with appropriate counterparts in government, bilateral and multilateral partners;
  • Advise on resource gaps in UNPDF implementation and strategies to raise needed funds.

Ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to coordination. Identification and synthesis of best practices and lessons learnt directly linked to country policy goals;
  • Identification of national policies and institutions that require strengthening to ensure effective UNPDF implementation and provision of advice in close consultation with UNCT;
  • Establishment of electronic and other systems for agencies without field representation to access national institutions and processes and for national partners to access the expertise of agencies without field representation;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings to UN staff on coordination issues;
  • Undertakes ad-hoc tasks as requested by the RC.

Impact of Results

The key results have an impact on the success of the UN Country Team activities, strengthening of overall coordination capacity, and implementation of the UN System reform. In particular, the key results have an impact on the design and operation of UN activities, creation of strategic partnerships for UNCT Programming including UNPDF implementation and support of national strategies and priorities.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Economics, Social Sciences, International Relations, Development Studies, Political Sciences or related field.

Experience:

  • At least 2 years of relevant experience at the national or international level in UN system coordination providing secretarial, strategic planning and management advisory services;
  • Hands-on experience in design, monitoring and evaluation of development projects;
  • Knowledge of RC/HC systems;
  • Experience with the UN system in Indonesia preferable;
  • Experience in liaising with national and local governments;
  • Experience in drafting high-level correspondence and communications;
  • Experience in the usage of computers and office software packages;
  • Experience in handling of web based management systems;
  • Experience in managing and providing guidance to staff members, both administrative and programmatic.

Language Requirements:

Fluency in English; knowledge of Bahasa Indonesia would be an asset.
