Haiti Deputy Director of Programs

SCOPE OF WORK
The Deputy Director of Programs (DDP) plays a leading role in ensuring overall program quality and impact. The DDP also ensures that programs are evidence and needs driven, monitored closely and funded appropriately.

The Deputy Director of Programs reports to the Country Director and manages a team of four Technical Coordinators responsible for the direct implementation of programs. The DDP will also assist and advise the Country Director on overall country management/representational duties, and he/she will work closely with the Grants Manager, Finance Controller, Senior Human Resource Manager and the Logistics Manager.

RESPONSIBILITIES

Program Strategy, Design and Fundraising • Working in collaboration with the Regional Management Unit and the Country Director, provide leadership for the development and maintenance of a comprehensive needs based strategy for IRC programming in Haiti. Work to ensure that all programs are designed with the spirit of this strategy and that cross sectoral collaboration and program synergies are reinforced. • Working in collaboration with in-country Technical Coordinators and HQ based Technical Unit staff, ensure that programs are designed according to IRC and industry best practices and IRC’s program framework. • Working in collaboration with the Country Director, proactively identify opportunities for new programming initiatives and funding to support them. Through the provision of leadership support to the in-country Grants Team and in close collaboration with the Finance Team, develop evidenced based and cost effective funding applications. • Reinforce existing donor and other organization relationships while cultivating new relationships with appropriate organizations such as NGOs, government agencies and private institutions.

Program Management – Implementation, Monitoring and Evaluation • Provide overall leadership and management to IRC Haiti programs, ensuring strategic program direction, managed growth and compliance with IRC and donor regulations. • Working in collaboration with Technical Coordinators and Advisors ensure that program implementation is managed closely through the development of structured work plans, indicator tracking sheets and approved monitoring plans. • Provide supervision to all Technical Coordinators to ensure the financial health and performance of each of the IRC projects. Ensure expenditure within each project is monitored on a monthly basis, and that well structured corrective action is initiated and tracked where required. • Provide leadership to Technical Coordinators and Advisors and the Grants Team to ensure the development of timely, high quality and regulation compliant activity reporting per IRC and donor guidelines.

Human Resources • Provide supportive guidance and supervision to Technical Coordinators, Advisors and Managers who are charged to implement programs within the five sectors of Women’s Protection & Empowerment (WPE), Economic Recovery & Development (ERD), Environmental Health (EH), Child & Youth Protection & Development (CYPD) and Protection.

REQUIREMENTS • Postgraduate degree in International Development, International Relations or similar relevant social science or related human development field • Minimum of 10 years experience working in development and/or emergency relief with NGO leadership in program implementation. Successful experience working within a volatile security environment is a must. • Successful project management experience in a complex environment, with a strong preference for Haiti/regional experience. • Previous experience managing programs financed through US, EU, UN and private foundations, with previous within competitive RFA/P environments a plus • Demonstrable capacity for working effectively in a close, multi-disciplinary team environment • Successful experience in team-building • Fluent in French and in English, Creole is a plus
