General information

The Social Transformation Programmes Division (STPD) designs and implements the Secretariat’s programme on Human Development (Education, Gender and Health), based on mandates from member governments to achieve the Millennium Development Goals (MDGs).

The Gender Section is responsible for leading the implementation of the Commonwealth Plan of Action for Gender Equality 2005-2015 in four key areas:

  • Gender, Democracy, Peace and Conflict;
  • Gender, Human Rights and Law;
  • Gender, Poverty Eradication and Economic Empowerment; and
  • Gender and HIV/AIDS.

The Gender Section services annual and triennial Women’s Affairs Ministers Meetings (WAMMs) and the Commonwealth Gender PoA Monitoring Group (CGPMG); provides policy and technical advice to strengthen institutional capacity for gender mainstreaming at the national, regional and pan-Commonwealth levels. It holds capacity-building workshops for policy-makers and practitioners to develop effective approaches to addressing critical and emerging gender equality issues. It also plays a strong advocacy role for policy change and reform, and shares Commonwealth and international best practices for application in member countries.

Job summary

The Programme and Research Assistant is responsible for providing programme and administrative assistance to the Head of Gender Section, and Gender Advisers, as required.

Programme functions

· Provide support to organising key thematic meetings and activities related to the Social Development portfolio. In addition support activities related to Commonwealth Meetings such as Triennial Women’s Affairs Ministers Meetings (WAMMs) and the annual consultation of national women’s machineries as required.

· Contribute to the preparation of Ministerial gender briefs, Section and Divisional briefs.

· Support work on publications including compiling information, conducting desk research and updating material for the website and other electronic fora. Liaise with the Publications and Printing Unit as required.

· Facilitate Section inputs for STPD newsletter

Administrative Task description

The Post-holder will provide administrative support to the Gender Section as required including:

· Support technical committees and workshops on gender and social development, including making the logistical arrangement for meetings, dealing with incoming queries and arranging for the formatting, printing and distribution of meeting documents, as well as other ad-hoc tasks.

· Manage travel arrangements and logistics for meetings including preparation of financial statements on expenditures.

· Maintain the social development portfolio’s database, records and list of relevant contacts, filling and records management systems.

· Maintain the social development portfolio’s planning schedule/activity tracking records/ financial updates and report on a quarterly basis.

· Draft and prepare consultancy contracts.

· Take the minutes of internal meetings as requested.

· Conduct occasional pieces of research as requested.

· Perform other duties from time to time, including the provision of general administrative support to colleagues as required.

Person Specification

Education

Essential: Secondary Qualifications to ‘A’ Level or equivalent vocational qualification;

Training/experience in programme assistance or administrative work.

Desirable: Training/experience in Gender and Development.

Experience:

Essential: Experience in providing programme assistance in a development or related organisation (e.g., a non-governmental or civil society organisation operating at the national, regional or international levels);

Two years experience in administrative work, information collation, coordination of meeting arrangements and report writing.
