Consultant, Communication Specialist for Unite for Children, Unite Against AIDS Campaign
Terms of Reference
- Background:
The Unite for Children Unite against AIDS Campaign, launched in October 2005, continues to position programming as the basis for advocacy, communications, fund-raising and accountability. The Campaign has been credited with a number of achievements in support of national scale-up, advocacy, programme guidance and in leveraging policies, plans and resources to improve outcomes for children. The Unite for Children, Unite against AIDS Initiative served as a means of mobilizing UNICEF National Committees (NatCom) and partners.
In September, the Campaign Management Team, chaired by the Deputy Executive Director, approved Phase II 2011-2015 with the focus of the Campaign being “achieve an AIDS-free Generation: Prevention is the Key”. The funding environment and approach to HIV has changed dramatically since the Campaign started and this will require a recalibration of advocacy messages and refinement of the creative aspects of promoting international development around children and AIDS. Phase II will consolidate the success of Phase I, and strengthen leadership, as well as move into building confidence with key partner institutions, and key advocacy messages to act on and expand efforts with and for children and HIV/AIDS, largely through increased prominence and priority for children and AIDS within UNICEF and the international system.

The purpose of this consultancy is to produce creative advocacy materials in support of Phase II of the Campaign. The consultancy will develop advocacy materials, particularly for use by the National Committees, as part of the global advocacy plan. In November 2011, the Campaign worked with five National Committees to develop draft national advocacy strategies for each of their markets. In support of UNICEF's participation in global events and leadership, the consultant is expected to showcase UNICEF's work at country, regional and global levels, through the following scope of work:
a. Inputs to the advocacy strategy • Advise on advocacy strategies and materials in support of the global advocacy strategy, especially related to key advocacy moments such as NatCom key dates, International AIDS Society (IAS) conference July 2012 in DC, and World AIDS Day advocacy
b. Advocacy and Communication products and initiatives • Generate ideas for new print and digital communication products and initiatives in collaboration with campaign manager and other staff; • Apply creative knowledge using UNICEF HIV communications assets as basis for suggesting ways to repurpose them in new, cost-effective forms; • Collaborate with NatCom/Private Fundraising Partnerships Division colleagues on story gathering and storytelling, especially on preventing mother-to-child transmission of HIV for Mother’s Day and for IAS conference Washington DC;
• Develop workable concepts for advocacy related to adolescents
c. Strengthened NatComs networks • Liaise with NatComs on strategy and content to suit various audiences
d. Monthly report on activities undertaken and outputs provided in relation to work plan.
Supervision and frequency of performance reviews: Performance to be reviewed monthly.

Timeframe: Up to 150 working days over 11 months

Campaign inputs to Draft Advocacy Strategy
- Content for Advocacy packages for NatCom initiatives (Mother Day, Fundraising forum, ED forum)
- Production of two live broadcasts, with live streaming, including editing
- Compelling text which tells the UNICEF story for key events
- Support content for advocacy packages and press packages for key events including
- IAS conference, DC, July 2012
- Stocktaking Report
- Draft messaging and/or short video film for World AIDS Day (30 Nov and 1 Dec)
Creative advocacy content for Campaign Management Team meetings
Key competences, technical background, and experience required: a) Excellent writing and editing skills, especially in translating technical language into compelling stories b) Knowledge of existing HIV content c) Knowledge of the operation of media networks (knowledge of UN/UNICEF media channels and partners is an advantage) d) Clear understanding of production implications for advocacy, fund raising and communication purposes and different audiences e) Experience producing and editing videos and live broadcast quality productions, using ‘Live streaming’ f) At least five years of progressively responsible and relevant professional work experience in communication, print, broadcast, and/or news media. g) Advanced university degree in Communication, Journalism, Public Relations, or the equivalent. h) Good project management and organizational skills
