The USAID Mission in Madagascar is soliciting expressions of interest from qualified candidates to serve as a Primary Health Care (PHC) Program Specialist within the Health, Population and Nutrition Office (HPN). The contract is for an initial period of one (1) year subject to renewal based on annual performance review, continuing need for the services, and availability of funds.

Overall Responsibilities

Actively participate in all aspects of the overall Health Population and Nutrition (HPN) Office with a focus on results, teamwork, participation, empowerment, accountability, and customer focus. The incumbent will work with numerous counterparts, implementing partners, and technical experts.

The Primary Health Care (PHC) Program Specialist serves as the HPN Office technical lead for nutrition and community health. S/he also provides technical input for the Food Security program as required. S/he works with the Senior PHC Program Managers to ensure the quality, effectiveness, and results of integrated primary health care activities including nutrition, health systems, and cross-cutting CHW areas with an initial focus on community-level activities. S/he monitors minimum quality standards as well as lessons learned and best practices to share across programs and implementing partners. To that end, the PHC Program Specialist spends at least 25% of his/her time completing site monitoring visits. S/he promotes synergy and linkages within USAID program activities and between other donor programs, and private sector activities; and, ensures technical coordination and information sharing with the Government of Madagascar. S/he promotes a strategic vision, partnerships and alliance building to mobilize and maximize resources.

Major programming, technical, monitoring and management responsibilities are described below.

A. Activity Monitoring and Management Responsibilities

Work closely with Senior PHC Program Managers to monitor all aspects of PHC and nutrition activity implementation to ensure minimum quality standards as well as lessons learned and best practices are shared across programs. S/he holds regular meetings with implementing partners, reviewing and providing comments on annual work plans and semi-annual reports and annual reports, and undertakes regular site monitoring visits (at least 25%) to ensure quality and performance.

Act as Contracting/Agreement Officer’s Technical Representative or alternate for acquisition and assistance instruments as required, managing PHC activities to ensure performance: review annual work plans, narrative reports and sub-contractor/grantee documents; develop/monitor budgeting and fiscal accountability; monitor short term technical assistance; prepare analyses and documentation required to obligate funds, and initiate and/or make any necessary amendments required for activity implementation.

Act as Activity Manager for Global Health Bureau field support partners working in PHC and nutrition as required: develop/review scopes of work, annual budgets, and work plans; monitor program performance; prepare analyses and documentation required to obligate funds.

Ensure timely progress towards planned outputs and results; keep management team apprised of progress and issues; make recommendations to solve problems, and take the lead in implementing agreed upon actions.

Participate in activity conceptualization and design; write and edit Activity Approval documents, program descriptions and statements of work; develop Government Cost Estimates (budgets); prepare activity memos and justifications; lead or participate on Technical Evaluation Committees as required.

Assist in the development and refinement of benchmarks and indicators to assess the PHC and nutrition activity and program progress and impact.

Ensure that mitigative environmental components designed for the activity are being implemented effectively.

Verify that recipient activities conform to the terms and conditions of the award.

Ensure that assets are safeguarded against waste, loss, unauthorized use, or misappropriation.

Check validity of performance data acquisition, and ensure that the data to be reported to USAID fulfills quality standards for validity, integrity, precision, reliability and timeliness.

Prepare written analyses, trip reports, briefing materials, activity descriptions, press releases, speeches, success stories, and other documents as required.

B. Programming Responsibilities

Provide analysis and written content for USAID/Madagascar sector and country strategy documents on PHC, nutrition, and food security as required; ensure that nutrition activities under the current HPN strategy utilize existing coordination and implementation structures and organizations, and build on previous USAID-funded and national activities.

In collaboration with PHC Senior Program Managers, collect, review, analyze and report primary health care and nutrition data for annual planning and reporting documents; respond to information requests from all sources; draft public affairs materials as needed.

Review and provide technical comments and recommendations on scopes of work, work plans, and reports pertaining to PHC and nutrition; ensure synergy, linkages, and complementarity between the USAID/Madagascar Primary Health Care and nutrition program activities and those of other actors working in Madagascar (Government of Madagascar, donors, local and international non-governmental organizations, private sector, etc.).

C. Technical Responsibilities

As USAID/Madagascar’s nutrition, health systems, and community health technical expert, serve as principle advisor to HPN management on related issues.

Stay up to date with international and local state-of-the-art nutrition and community health technical approaches; analyze and interpret policy, strategy, and technical documents to ensure USAID/Madagascar related activities are aligned with and integrating state-of-the-art practices.

Develop and maintain an extensive network of key public health contacts with a focus on Primary Health Care and nutrition.

Represent USAID in sectorial technical working groups and coordination meetings; inform the development of nutrition and community health policy, strategy, and technical documents as required.

Serve as the link between USAID/Madagascar’s nutrition activities and AID/W Global Health, Africa Bureau, Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA), and Feed the Future staff.

Ensure synergy and linkages between nutrition activities across the HPN Office’s portfolio and other program elements including Maternal and Newborn Care, Child Health, Water and Sanitation, and the President’s Malaria Initiative (PMI); ensure synergies and linkages with other USAID/Madagascar programs, especially the Food Security Unit.

REQUIRED QUALIFICATIONS AND SELECTION CRITERIA

1. EDUCATION (10 points)

University degree in the social sciences, health, or management fields.

2. PRIOR WORK EXPERIENCE (18 points)

Minimum of five years work experience with international development assistance programs, at least two of the five years required must be in a health related field.

Candidates with fewer years of experience can be considered, but will be hired at a lower grade if selected for the position.

3. LANGUAGE PROFICIENCY

Fluency in English (18 points)

Fluent professional level speaking, reading and writing at the level IV in English is required. At this level, an employee is required to possess a high degree of proficiency in both written and spoken English, including the ability to translate Malagasy and/or French language into precise and correct English, and English into French. On occasion, this may require acting as an interpreter in situations where considerable importance attaches to proper word meaning.

Fluency in French (2 points)

Fluent professional level speaking, reading and writing at the level IV in French language is required. The standard for this level is as described above.

4. JOB KNOWLEDGE (22 points)

Incumbent must have a thorough knowledge and understanding of the community-based primary health care and nutrition sector in Madagascar including relevant policies and guidelines, health development partners, programming initiatives, issues and challenges.

5. SKILLS AND ABILITIES (30 points)

- Analysis and preparation of technical and program reports;

- Good interpersonal and communication skills with beneficiaries, health development and implementing partners, GOM and international technical experts among others;

- Use word processing, power-point presentation and spreadsheet software.

ADDITIONAL SELECTION PROCESS AND CRITERIA

When equally qualified, U.S. Citizen Eligible Family Members (AEFMs) and U.S. Veterans will be given preference. Therefore, it is essential that the candidate address the required qualifications above in the application.

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.

2. Current employees serving a probationary period are not eligible to apply.

3. Currently employed U.S. Citizen EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

CLEARANCES

The selected individual must obtain tested English language, medical and security clearances before starting work. USAID/Madagascar will assist in this matter.

SALARY

The position is classified at an FSN-10/FP-5 Grade. The selected candidate may be hired at the FSN-9/FP-5 level “trainee” position for the first year of employment, at USAID/Madagascar’s discretion. Promotion to FSN-10/FP-5 will be subject to a satisfactory performance.
