JOB CONTEXT: In 2011, the Kyrgyz Republic ranked 109 on the Human development indicator scale. According to the draft policy roadmap on employment in the Kyrgyz Republic, from 2010, the unemployment reached 17% and higher figures in reality. 117 000 People with Disability are registered in the country with the highest rate in Issikul Oblast. The Vocational Education Training System (VET) in Kyrgyzstan is spread in the country but still weak and not inclusive. Main vulnerable parts of the population, among them persons with disabilities, have to refer to informal sector markets. Specific needs of persons with disabilities are not addressed and they neither receive counselling or psychosocial support.

The HI Central Asia Program has his regional office in Dushanbe (Tajikistan) from where support services and technical resources are coordinated, and a national office in Bishkek (Kyrgyzstan). It is currently composed of 30 persons managed by a Regional Program Director, a Regional Administrator and 3 Projects managers, and represents a global budget of 1 million Euros.

JOB DESCRIPTION: The Project Manager will ensure that the VET in Karakol (Issikul Oblast) is accessible for all layers of the population and especially persons with disabilities and users of social services to prepares them to enter the labour market in cooperation with employers, local authorities and local organisations. He/she will implement a 20 month project focusing on inclusive vocational education and training to: • Develop capacities of partners in facilitating access to VET of vulnerable groups including persons with disability • Ensure that the VET system provides market oriented curricula to enhance cooperation with private sector and delivers quality inclusive services for persons with disabilities and vulnerable groups • Ensure that persons with disabilities are included in primary VET and get self employment skills • Ensure the accessibility of information and promotion for inclusive VET system among the community, services providers and state institutions

Key Responsibilities: • Select, guide, coordinate and supervise the project team • Implement the M&E framework on the project • Plan, review and coordinate activities and develop the workplan • Provide financial and administrative management of the project • Report to Regional Program Director and Technical Coordinator about project progress, risks, assumptions and constraints • Develop Partnerships agreements with partners, actions plans and monitoring system using HI tools and methodology • Train local partners on disability approach, inclusive VET, employment and organisational skills • Ensure involvement and good communication with local and national authorities • Provide technical guidance on VET and disability to HI team, partners and authorities • With the Regional Program Director, Regional Projects Developer and Regional Technical Coordinator, participate to the extension of the project after this first phase

CANDIDATE PROFILE: Master degree or diploma in economic development 2 years+ experience in the economic development field / VET (in access to employment) Experience in Project Cycle Management Experience with disability or vulnerable population Analytical skills and good report writing skills Fluent in English written and spoken Capacity to work in multi-cultural environment Good organisational and communication skills Capacity to accept and observe HI security regulation

EMPLOYMENT CONDITIONS: Salary between 2000 and 2200€ gross per month + 457 Euros net/month expatriation allowance + 50% medical cover paid by HI + repatriation insurance + indemnity for partner and children

JOB ENVIRONMENT: Position is based in Bishkek, capital of Kyrgyzstan and its largest city, with all required basic services. Entertainment opportunities include many public parks, restaurants, museums, and cinemas. Winter time is cold, fog and snow storms are frequent. Criminality is high in the city, although general threat of terrorism is latent. Travel to the provinces must be checked before trips. The Kyrgyz/Uzbek and Kyrgyz/Tajik borders are subject to closures without notice. The major religion is Muslim, but there is recognized freedom of religion
