Program Planning and Development Specialist and Financial Manager World Learning

World Learning, a global non-profit organization, (www.worldlearning.org) seeks a Program Planning and Development Specialist and a Financial Manager for a USAID-funded “Timor Leste Development Scholarships and Higher Education Program (DSHEP)” in Dili, Timor Leste. Expected duration is 5 years with the possibility of a two year extension. Recruitment contingent upon successful award of the project. Background: This five-year project (with a possible 2 additional extension years) will provide the training and technical services required to strengthen the base of skilled, high-performing professionals for institutions in Timor-Leste. DSHEP will help these individuals and entities to build skills to implement and support policies; exercise equity, accountability and transparency in managing public resources; provide better service delivery; and participate more actively in and contribute more broadly to the country’s economic and social development. The program will include opportunities for long-term degree, and short-term certificate training in the U.S. or within the region with expectations that participants will return home better equipped with formal qualifications as managers, civic and government leaders, subject matter specialists or entrepreneurs, and will be knowledge resources in the workplace.


Program Planning and Development Specialist

Reports to: Chief of Party

Responsibilities:

• Marketing the program among the academic, private sector, and NGO communities in Timor-Leste to generate interest from potential scholarship recipients

• Manage the paperwork for the competitive selection of the recipients as well as completing the paperwork once USAID has made its selection;

• Manage the logistics and administrative processes of getting students prepared to study in the US or a third country, visas, admission requirements;

• Input data into TraiNet database as an R-1 for all scholarship recipients;

• Liaise with US Embassy Fulbright program and East-West Center program to identify linkages and synergies (especially for the alumni association which will include all USG-funded alumni); and

• Manage the overall training budget and maintain a schedule of all scholarships recipients programs and grades and other related issues.


Qualifications:

• At least five years of experience in managing international academic degree programs and establishing and working with alumni associations

• Experience working with programs that deal with US universities and colleges and Indonesian universities

• Bachelor’s degree in a discipline relevant to adult training methodologies, organizational development;


Preferred Qualifications:

• Fluency in English and Tetum or Bahasa Indonesia (writing and speaking) is preferred.

• Experience working in Tetum or Bahasa Indonesia is preferred.

Financial Manager

Reports to: Chief of Party

Responsibilities:

• Tracking, analyzing and reporting all costs incurred under the contract using World Learning’s accounting system;

Maintaining financial records for all contract activities, including tuition and other costs for degree programs, short-term technical training, and internships;

• Ensuring that appropriate financial record-keeping policies and practices area established and maintained;

• Compiling all financial data for required reporting on participant training programs under this contract.

• Setting up internal administrative and procurement procedures to ensure adequate internal controls and transparent procurement practices in accordance to US Govt. regulations and World Learning policies.


Qualifications:

• At least five years of demonstrated experience in financial management and reporting under US Government contracts

• Experience working with programs that deal with US universities and colleges and Indonesian universities

• experience working with international non-profit organizations in finance or accounting function

• Working knowledge of OMB Circulars, Federal Acquisition Regulations, applicable legislation for USAID

• Bachelor’s degree in a related field


Preferred Qualifications:

• Fluency in English and Tetum or Bahasa Indonesia (writing and speaking) is preferred.

• Experience working in Tetum or Bahasa Indonesia is preferred.
