Public Health Coordinator International Medical Corps

JOB SUMMARY

The Public Health Coordinator will contribute to the technical development of IMC’s current public health initiatives in Ethiopia, and support the implementation of new, technically sound, and locally appropriate public health programming, including WASH and Nutrition. The selected candidate will provide technical support and expertise in the areas of public health sector program design, implementation, monitoring and evaluation. The Public Health Coordinator will also play a lead role in providing training and capacity building of colleagues and partners at the field level, as a key contributor to IMCs commitment to ongoing improvement of quality and impact of our public health initiatives.

The Public Health Coordinator will be based in Addis Ababa, Ethiopia with frequent field travel to the IMC program sites to respond to field needs, conduct assessments for program expansion both in emergency response and in responding to development opportunities, and represent the IMC Ethiopia Mission in technical meetings and on working groups.


SPECIFIC RESPONSIBILITIES

• Provide overall technical guidance and supervision to IMC Ethiopia technical staff including Nutrition Program Manager, WASH Program Manager and other public health technical staff based in Addis Ababa, as well as public health technical program managers based in field locations.
• Support the health, nutrition, and WASH staff in needs assessment, development of concept papers, project proposals and responses to RFIs, RFAs and RFPs from a technical public health perspective;
• Take the leadership in conducting needs assessments to respond to new development program opportunities;
• Coordinate and conduct training of expatriate and national health team staff to maintain and develop awareness and understanding on international standards in public health (including WASH and nutrition) program implementation and incorporating context specific and culturally acceptable approaches at the local level.
• Monitor and evaluate program performance through visits to project sites and compilation, consolidation, analysis and presentation of program outcome and impact data;
• Advise on adjustments to ongoing programs in response to changing health, WASH and nutrition needs of beneficiary populations over time;
• Contribute to the development of an IMC specific public health model that guides field staff on the minimum operating standards and best practice approaches in PHC programs worldwide
• Act as a liaison with local and regional officials, and UN and NGO agencies in the planning, coordination, promotion of, and support for existing emergency and development IMC projects with public health components;
• Work closely with the IMC HQ Health Technical Unit and Nutrition and Food Security Unit to ensure programs are implemented according to best practices and in line with IMC policies.
• Supervise IMC Ethiopia technical staff including Nutrition Program Manager, WASH Program Manager and other public health technical staff based in Addis Ababa, as well as in field locations.

• Other duties as assigned by the Country Director.


SKILLS AND REQUIREMENTS

• Public Health advanced degree or similar;
• At least 10 years of field experience in humanitarian relief or development programs focused on primary health care and public health in insecure settings;
• Excellent program development skills;
• Excellent training skills;
• Ability to conduct and supervise new program assessments and write cogent proposals and budgets;
• Knowledge of donor practices, the program proposal process, and humanitarian and development program solicitations and applications;
• Excellent interpersonal and troubleshooting skills
