Singapore Regional Audit Manager

The role The purpose of the role is to ensure that risk and control frameworks around the region, including in the regional office, continue to support the delivery of the organization’s development and humanitarian work to maximise the impact on children. The region covers around 20 countries across South Central Asia and South East Asia. In order to achieve this there are four key roles:

1) Support, monitoring, development and QA of the country based auditors and support for the country offices including planning (probably 60% of the time initially but falling to 45% over time)

Within the Asia region the following countries are expected to have local audit teams reporting into and managed by the country director – Afghanistan, Pakistan, Bangladesh, Nepal and potentially there will be staff in other countries as they grow in size and complexity.

To maximise the value of the local audit work it is essential that local audit plans are co-ordinated with the bigger picture of the global audit plan and that work done against the local plans is to a quality standard that allows Save the Children International (SCI) to include it within the overall assurance given to the members. The post holder will therefore work closely with the local teams and the country directors to provide them with quality assurance oversight of the local work as well as building the capacity of the individuals and the teams.

2) Global audits (25% rising to 35%)

You will be very much part of the overall Global Assurance team delivering the total global audit plan. This will mean participation in audits with local audit teams to help deliver their local plan as well as provide on the job training and guidance. You will also join the teams managed from London as they perform audits in other regions, primarily Africa, the Middle East and South America.

3) Follow up and reporting on implementation of recommendations within region (10% rising to 15%)

One of the ways to add value to the country offices is to help them monitor the implementation of the recommendations from reports. This involves regular follow up of points that have fallen due for implementation, ensuring that there is credible evidence to support sustainable implementation. The report at the region level will be combined with others and the results reported to the Audit & Finance Committee quarterly.

4) Support for regional office (5%)

The regional office plays a crucial role in ensuring that the country offices deliver on their country strategy, contribute to the global SCI strategy, have the tools and resources necessary to implement effective programmes and manage risk.

Your role will be to support the regional team through helping them develop an effective monitoring framework for the region that includes the functions of the regional office itself. You will also be a sounding board for the team on specific risk issues in the region and provide guidance and where appropriate resource on investigations.

The reporting line is into the Head of Global Assurance as part of the Global assurance senior management team. As such you can expect to have a high degree of autonomy in planning and delivering your work. There is the opportunity to work from home as appropriate allowing you scope for a better work to life balance.

Specific requirements include:

• ensuring continuous delivery of high quality audits and assurance through ensuring that country local audit teams have the skills and tools to remain current and be best-in-class and that work done in country meets the set quality criteria • personal production of high quality, value-adding reports relating to the audits in which you participate • oversee at regional level the audit planning to ensure that the plans effectively address the risks at country and regional level and contribute to the larger global risk needs • tracking, verifying and reporting recommendation implementation progress • building strong relationships across the region and with the country directors and regional team members in particular.

Required skills and experience • qualified internal auditor (IIA) or accountant • preference will be given to those that have already performed a role with a regional focus, probably in an internal audit capacity • experience of developing dispersed teams with wide variations in capacity across and within the teams • highly accurate, detail-orientated, and able to complete multiple projects, with conflicting priorities, on a timely basis • established track record of producing high quality reports in English presenting issues, risks and recommendations concisely and clearly • understanding of complex risks and processes in developing countries through direct experience.

• highest standards of ethics and integrity and commitment to Save the Children values • strong results orientation, with the ability to challenge existing mindsets • highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures • highly developed interpersonal and communication skills including influencing, negotiation, coaching and relationship building • self-motivating, willing to make decisions, able to work with little or no supervision and potentially under difficult conditions in some of the most underdeveloped, insecure and remote parts of the world • able to look at the bigger picture when assessing organisational performance and risk • willingness to undertake extensive travel for up to three weeks at a time • excellent communicator in English, both written and oral; in addition proficiency in a second core language of Save the Children is desirable (French, Spanish, Portuguese or Arabic)
