Special Tribunal for Lebanon Witness Operations Assistant (Roster)

Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a fixed-term appointment of one year limited to the Special Tribunal for Lebanon (STL). Any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.

The successful candidate is required to enter into a Confidentiality Agreement with the Victims and Witnesses Unit.

RESPONSIBILITIES:

Under the general supervision of the Protection Officer, and as part of the Victims and Witnesses Unit the Witness Operations Assistant will provide protection services to maximize the physical safety and security of victims and witnesses, including protection programme (STLPP) case management and administration. Functions will include:

• Assist the Protection Officer by providing protection services to maximise the physical safety and security of witnesses and victims and others who are required to testify before the Tribunal;

• Escort witnesses in the area of operations and during international travel;

• Implement protection measures and perform close protection duties as required;

• Provide logistical and operational assistance, including driving duties;

• Monitor the psycho-social wellbeing / stress levels of witnesses and if necessary brief the Support Assistant and implement measures to manage those issues; The Witness Operations Assistant should have a stable, calming and reassuring influence upon witnesses.

• Inform victims and witnesses about court room procedures and their role, rights and obligations in those proceedings;

• Attend to the practical needs of victims and witnesses appearing before the Tribunal, i.e., accompanying them to and from the airport, hotels, appointments and provide required assistance to them during testimony.

• Ensure timely and correct data entry and maintenance of VWU database;

• Maintain at all times strict confidentiality about any matters relating to victims and witnesses;

• Perform any other duties as required;

• Must be able to travel to the field on missions of varying lengths of time at short notice.

QUALIFICATIONS:

• Education: High school diploma or equivalent. Completion of secondary education and relevant training in military or police procedures and practices. Formal witness protection training is an asset.

• Work Experience: At least 5 years of progressively responsible experience with a national or international military, police or other security organization or in court environment. Experience in witness protection schemes and dealing with sensitive or traumatised witnesses is highly desirable. Experience in performing close personal protection and in the use of covert practices desirable. Candidates must be trained in the safe handling and use of firearms.

• Language: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post fluency in oral and written English is required. Knowledge of either French and/or Arabic is highly desirable.

• Other: Sensitivity to the psychosocial needs of victims and witnesses. Proven ability to work under stressful conditions. Incumbent must be able to work flexible hours. Ability to work independently and with minimal supervision in demanding field conditions expected. Knowledge of the Middle East and/or previous assignment in this area is an asset. Absolute integrity, tact, sensitivity, loyalty, discretion and good judgement. Driver’s license is required.
