Finance, Budgets & Audit Adviser Cardno Emerging Markets

Australia is providing support to the Papua New Guinea Law and Justice Sector through the PNG-Australia Law and Justice Partnership (PALJP). The Partnership provides flexible and responsive support that will assist the Government of PNG (GoPNG) to achieve measurable progress against its policies and strategies for law and justice reform. The Partnership commenced in April 2009 and is due to operate until April 2014 with a budget of AUD150M.
The Law and Justice Sector Secretariat (LJSS) plays a critical role in coordinating the Law and Justice Sector in areas such as budgeting, finance, audit, quarterly reporting and other associated areas. It is important to ensure that good processes are in place and that high level outputs are being achieved. It is also essential that concise and comprehensive reporting is provided to the LJSWG, NCM and donor in a timely manner.
To facilitate the above, we are currently seeking applications for the position of Finance, Budgets & Audit Adviser, LJSS. This position will support the LJSS Director and his management team provide accurate and timely information in the areas of budget, finance, audit, reporting and others areas as instructed by the Director.
This position is located in Port Moresby with travel to the provinces as required. Positions are classified under the AusAID Adviser Remuneration framework as Discipline C, Job Level 3 with a monthly fee range of $10,946-$13,683. For more information on the ARF, please visit www.ausaid.gov.au.
Successful applicants will have the following key skills and experience (selection criteria):
Essential
• Extensive accounting, financial management and auditing skills and experience preferably in both public and private sector environments
• Demonstrated understanding and experience of the performance management cycle of planning, implementation, monitoring and reporting
• Demonstrated understanding and experience of capacity development approaches and the ability to utilise a range of techniques to increase the confidence, skills and action of colleagues and team members
• Ability to assess and work sensitively in a cross cultural context
• Excellent interpersonal skills and the ability to build strong working relationships
• Experience in organisational development and change management
• Proven experience in capacity development for individuals and government financial systems and processes.
Desirable
• Previous in-country development work experience at a senior level with a broad range of contacts within the government and private enterprise sectors
• An understanding and appreciation of PNG society and the advantages and constraints this may place on achieving change and the pace of change
• An understanding of gender inequalities, HIV&AIDS and fraud and corruption issues and a preparedness to mainstream these into development activities
• Appreciation of how HIV&AIDS, gender issues and equal employment impacts on the working environment in developing countries.
