INTERPOL is the world’s largest international police organization, with 190 Member Countries. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for a qualified candidate as Head of the Abidjan Regional Bureau, which is part of the NCB and Regional Police Services Directorate (Executive Directorate Police Services).

Location: Regional Bureau, Abidjan, Côte d’Ivoire*
Duration: Three-year secondment (renewable)
Grade: 2

Under the supervision of the Director, NCB and Regional Police Services, the incumbent manages the Abidjan Regional Bureau to ensure (1) that the policies of the Directorate, in so far as they concern the work of the Regional Bureau, are known, understood, and fully implemented, and (2) that the Regional Bureau operates efficiently and actively supports the Executive Directorate Police Services’ regional and global programs and projects.



Primary Duties

Under the supervision of the Director, NCB and Regional Police Services, the incumbent performs the following duties:

1. Defines, plans, and implements the policy of the Regional Bureau (RB) in order to assure that it provides quality, up-to-date specialized knowledge, training and investigative support to INTERPOL’s member countries;

2. Ensures that the RB identifies existing and emerging crime related problems and provides solutions for the international law enforcement community;

3. Assists the Director in the continuous development of the NCB and Regional Police Services Directorate, the Executive Directorate Police Services and INTERPOL;

4. Develops and maintains effective contacts with the Directorates and Sub-Directorates of the General Secretariat, including leading or participating (as an expert in a field) in expert Working Groups, SRBs, NCBs and other national and international institutions outside the Organization, as directed, and represent the Directorate and General Secretariat in meetings and other fora when called upon to do so;

5. In consultation with the Director, makes recommendations on projects and missions to be undertaken by the RB and prepares accurate and timely reports on action taken;

6. Performs other duties as required.

Requirements

Experience required

• Sound background in criminal investigations;
• Experience as a Senior Manager of a national law enforcement agency or an equivalent position in an international law enforcement organization;
• Experience in planning and managing complex tasks under minimum supervision is essential;
• Background in the use of computer systems;
• Strong leadership qualities and solid presentation and communication skills would be required.

Special aptitudes required

• Ability to maintain objectivity and apply sound and logical reasoning;
• Ability to work in a team, as well as individually;
• Very strong communication skills, both in written and oral form;
• Ability to work persistently and under pressure;
• Good social and specifically multicultural, skills;

• Ability to develop and maintain professional networks;
• Ability to synthesize.

Languages

• Fluency in French is required, with an excellent command of English;



In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.

Assets

• University degree (preferably in Law, Public Policy or Police Management) is desirable;
• Law enforcement training at a senior management level is an asset.
• Experience in working in an international environment would be highly desirable; either from employment in an international organization or from participating in international working groups, joint international projects, etc.;
• Knowledge of another of the Organization’s official languages (Arabic or Spanish) is desirable.


Working Conditions

Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of official, an expatriation allowance may be paid for a maximum period of six years. This post requires occasional travel on missions, sometimes of a long duration and at a short notice.

The post involves working irregular hours and will require occasional overtime work based upon workload.

* The Organization plans to establish a Global Complex in Singapore at the end of 2013. Although no decisions have been made at this time as to which posts will be transferred to Singapore, acceptance of the post implies acceptance of a transfer to Singapore.
