INTERPOL is the world’s largest international police organization, with 190 Member States. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for a qualified candidate to join the Environmental Crime Programme, which is part of the Public Safety and Terrorism Sub-Directorate (Specialized Crime and Analysis Directorate) as Environmental Crime Programme/Project Manager.

Reporting To:Assistant Director, Public Safety and Terrorism
Location: General Secretariat, Lyon, France*
Duration:Fixed Term contract until 30 June 2013
Grade: Grade 3/4 (to be confirmed)

The Environmental Crime Programme Manager works under the hierarchical supervision of the Assistant Director for Public Safety and Terrorism (PST). He/she supervises the staff members of the Environmental Crime Programme (ECP) Unit and manages the ECP in accordance with the agreed goals and objectives. ECP Program Manager will maintain and develop professional partnerships with external agencies and ensure sound financial management of the unit.


Primary Duties

  1. Define, plan and implement the Environmental Crime Programme strategy. Identify and explore new opportunities and initiatives to expand the Environmental Crime and meet strategic needs of the Organization and all stakeholders;
  2. Manage the programme implementation including organization of conferences, operational meetings, train-the-trainer sessions, regional workshops, guides, /manuals and training programmes as part of the current Environmental Crime prevention Programme;
  3. Manage dedicated ECP resources: external and internal funding. Deliver and follow financial strategy to meet requirements of ECP and insure funding of all activities. Work in partnership to identify and secure funds for the programme;
  4. Supervise and support all staff components of the ECP Unit;
  5. Develop, maintain and strengthen internal and external relationships with operational level experts in the area of Environmental Crime;
  6. Represent the ECP at all levels in internal and external meetings and conferences;
  7. Reports to the Assistant Director of the activities arising from points above;
  8. Perform all other duties as required by the Assistant Director for PST and the hierarchy.


Requirements


All candidates will be assessed against requirement detailed below

  • Education – university degree in relevant discipline
  • Sound background in specialized crime investigations including regional and international expertise/operational support
  • Training and dedicated knowledge of in Environmental Enforcement and response from law enforcement perspective
  • Experience in implementing and managing complex projects
  • Language skills – Professional fluency in English is required. IT skills – Excellent computer skills
  • Excellent public speaking skills

In addition to the Requirements, the following Assets and Special Aptitudes would be beneficial.

  • Working knowledge in French and knowledge of another official working language (Arabic or Spanish)
  • Extensive experience in working with policing agencies, preferably as an active police officer
  • Experience/knowledge in all related Environmental crime-fields regarding prevention and response from law enforcement perspective
  • International experience is an asset
  • Knowledge and understanding of broader police information/ communication needs
  • Experience giving presentations, instruction and using the most up to date audio visual means
  • Experience training police officers in operational subjects
  • Strong administrative and management skills
  • Strong sense of initiative
  • Be able to lead and coach a team of collaborators
  • Ability to work independently and as part of a team to achieve team objectives
  • Good interpersonal and networking skills to enable strong and collaborative partnerships to be built with internal and external stakeholders.

Working Conditions

  • Remuneration for appointment on contract: The starting salary for Grade 4 is EUR 4200 per month (as step 1). The starting salary for Grade 3 is EUR 4676 per month (as step 1).

  • This post requires occasional travel on missions, sometimes of a long duration and at short notice.
  • The incumbent will also be required to work occasional overtime based upon workload.

* The Organization plans to establish an INTERPOL Global Complex in Singapore at the end of 2013. Although no decisions have been made at this time as to which posts will be transferred to Singapore, acceptance of the post implies acceptance of a transfer to Singapore.
