BACKGROUND INFORMATION:

Thirty years since the emergence of AIDS (Acquired Immuno Deficiency Syndrome), there are encouraging signs that the global AIDS response has altered the epidemic’s course. HIV (Human Immuno-deficiency Virus) incidence is on the decline globally. In 22 of the most affected countries in Sub-Saharan Africa, the region hardest hit by AIDS, new HIV infections were reduced by 25% in 2010. Progress is, however, uneven and HIV infections continue at approximately 7000 per day. For every person living with HIV beginning treatment, two more people become infected with HIV. Access to prevention, treatment and care services remain low for those most at risk of infection such as sex workers, men who have with men and transgendered persons. Legal and cultural barriers often deny adolescents and young people access to information, services and condoms. Young people account for some 40% of all new infections. AIDS remains a leading cause of death in women of reproductive age globally and is a major cause of maternal mortality.

In late 2010, the Joint United Nations Programme on HIV/AIDS (UNAIDS) endorsed a revised Division of Labour (DoL) to enhance efficiency and effectiveness through improved delivery of results, strengthened joint working and maximized partnerships towards collectively implementing the UNAIDS Strategy (2011- 2015), and through delivering results towards achieving the vision of Zero new infections. Zero discrimination. Zero AIDS-related deaths. Within the DoL, UNFPA partners in 10 of the 15 areas and has been designated as a co-convener in 4 of those 10 areas: Reduce sexual transmission of HIV, Empower men who have sex with men, sex workers and transgender people to protect themselves from HIV infection and to fully access antiretroviral therapy, meet the HIV needs of women and girls and stop sexual and gender-based violence, and empower young people to protect themselves from HIV.

In the context of the UNFPA’s Business Plan and the Development Results Framework 2012-2013, the UNAIDS Strategy 2011-2015 and the Unified Budget, Results and Accountability Framework (UBRAF), accountability is paramount and partnership, linkage and integration of different areas of work with UNFPA (SRH [Sexual and Reproductive Health], gender, HIV, human rights, humanitarian response) is key to successfully achieve results as committed to within the aforementioned documents. Routine performance monitoring, reporting and coordinated evaluations are an integral part of effective results-based programming and efforts should be made to strengthen this at all levels: global, regional and country.

ORGANIZATIONAL STRUCTURE:

The Technical Specialist is located in the HIV/AIDS Branch (HAB) Technical Division (TD), New York, under the general supervision and guidance of the Chief, HIV/AIDS Branch (HAB), Technical Division, and in close collaboration with Senior Advisors within HAB, other TD branches, Regional Offices (ROs) and Sub-regional Office (SRO) advisers. The incumbent will support the integration, analysis, monitoring and evaluation of work amongst UNFPA’s HIV thematic areas of young people, comprehensive condom programming, women and girls, eMTCT (Elimination of Mother-to-Child Transmission), SRH and HIV linkages and key populations against set targets and in the context of delivery through HIV, SRH, RHCS (Reproductive Health Commodity Security), gender, and human rights programming.

DUTIES AND RESPONSIBILITIES:

• Support the development of results frameworks, methodologies and databases for HIV monitoring and evaluation ensuring coordination and harmonization amongst frameworks within UNFPA and with UNAIDS. • Guide ICPD (International Conference on Population and Development) Beyond 2014 Global Survey processes related to HIV indicators and data and participate in the TD task team on ICPD Beyond 2014 • Liaise closely with the Programme Division and the TD M&E focal points to ensure that all planning, monitoring and evaluation activities are within the context of results based programme management. • Support monitoring and evaluation processes and quality assessments in designated areas of work under HAB’s responsibility. • Support the development and utilization of programme indicators and indicator databases. • Within UNFPA’s Strategic Plan and the Global and Regional Programmes, support the monitoring of HIV performance and impact measurement indicators and input into midterm reviews. • Provide technical support to HAB members in the development of work plans to ensure the adequacy of both the hierarchy of results of programmes, and their use of performance and impact measurement methods and indicators. • Contribute to the development of substantive/technical methodology and tools for monitoring and evaluation in relation UNFPA’s work in HIV, in concert with headquarters’ development of monitoring and evaluation policies, standards, and guidance as well as the results-based management policy. • Monitor and analyze programme implementation of the 2012 HAB integrated Annual Work Plan (AWP) and work with the M&E focal points to support the monitoring of the work plans of the Clusters on Adolescents & Youth and Women’s Reproductive Health. • Coordinate quality reporting on HIV in the year-end reports such as the UBRAF and Annual Report in the Remote Data Entry Facility.
• Contribute to Headquarters’ initiatives on results-based programme management by ensuring integration of lessons learned from assessments and evaluation. • Contribute to the analysis, synthesis and dissemination of state of the art knowledge and new approaches in HIV relevant to UNFPA work. • Support capacity building and knowledge sharing in areas of UNFPA accountability to country offices with emphasis on the 20+ priority countries outlined in the UNAIDS Strategy and cross referenced against priority countries of UNFPA led (and related) initiatives. • Review and provide inputs for technical publications and other guidance and advocacy documents. • Undertake any other assignments required by the exigencies of the HIV/AIDS Branch as assigned by the Chief, HIV/AIDS Branch.

QUALIFICATIONS:

• Advanced university degree or equivalent in public health, social science, demography, gender, economics, international relations, international development, public administration, management or other related field. • 7 years of increasingly responsible professional experience in developmental work • Substantive knowledge and practical experience in the monitoring and evaluation of sexual and reproductive health and HIV programming • Computer literacy including high level of comfort using Microsoft Office programmes, in particular excel and internet based research. • Knowledge of the UN system, desirable. • Field experience is a strong asset. • Fluency and excellent command of English, both written and spoken is required
