UN WOMEN: CAMPAIGN MANAGER UNITE TO END VIOLENCE AGAINST WOMEN

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is the key entity within the United Nations system mandated to promote gender equality and women's empowerment at international, regional and national levels. In line with the organization's 2011-2013 Strategic Plan, preventing violence against women and girls (VAW/G) and expanding access to survivor services is one of the six main goals of UN Women. The Strategic Plan also highlights the important role of UN Women in supporting a strengthening of system-wide approaches for more coherent e to accelerate efforts in key areas, including by intensifying the Secretary-General's global UNiTE to End Violence against Women Campaign.
Due to the acceleration of social and political mobilization to address VAW/G at different levels, the issue is now firmly positioned high on the international agenda as a priority for peace and security, poverty reduction, economic productivity, gender equality and halting the spread of HIV. These developments, which include landmark UN agreements as well as national progress in key areas such as legal and policy reform, enhanced knowledge base, and numerous awareness-raising initiatives, culminated with the launch of the Secretary-General's Campaign UNiTE to End Violence against in 2008. Building upon existing efforts and bringing together a range of stakeholders, the UNiTE Campaign provides a historic opportunity to push for making real progress to prevent and respond to all forms of violence against women and girls by 2015.
The regional component of this Campaign, Asia-Pacific UNiTE, was launched in Bangkok on 25 November 2010. It is coordinated by the Asia-Pacific Regional Coordination Mechanism Thematic Working Group on Gender Equality and Empowerment of Women (TWG-GEEW), Co-chaired by UN Women and the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP).
Based in the UN Women Regional Centre for Asia and the Pacific, the Asia-Pacific UNiTE Campaign Manager will work under the overall supervision and guidance of the Director of the UN Women Regional Centre for Asia and the Pacific, in close coordination with the TWG-GEEW UNiTE working group and the Global UNiTE Campaign Secretariat in New York. He/she will be responsible for coordinating with internal and external clients to ensure the effective implementation of the UNiTE Campaign in the region; providing technical and management support to facilitate the monitoring, documentation and reporting on results and lessons learned at national and regional level; developing communications materials and strategic partnerships; and organizing high-level functions and events undertaken under the framework of UNiTE.

Duties and Responsibilities

I. Provide technical and management support to ensure effective implementation of the UNiTE Campaign in the Asia-Pacific Region and to strengthen inter-agency commitments for the campaign at all levels

  • Offer ongoing leadership and Secretariat support to ensure the effective functioning of the UNiTE working group, in close consultation with the TWG-GEEW Co-Chairs
  • Provide regular technical and management support, tools and advisory services to country, sub-regional and regional colleagues, both from UN Women and other UN Agencies, to facilitate the continued roll-out of the Campaign in the Asia-Pacific region.
  • Develop and sustain close collaboration with the Global UNiTE Campaign Secretariat and other regional UNiTE Campaign Secretariats, to ensure the development of strong regional components of global UNiTE Campaign initiatives; provide substantive regional inputs into global events, reports and other results; and strengthen information-sharing and learning across countries and region.
  • Build and maintain strong bilateral relationships with members of the UNiTE working group to ensure strong inter-agency commitment and support for the Campaign.
  • Ensure continuous capacity development, management, oversight and team building support for Asia-Pacific regional UNiTE Campaign Secretariat team members.
II. Develop and manage the implementation of the Secretary-General's UNiTE to End Violence against Women Campaign in the Asia-Pacific region.
  • Coordinate the development, management, monitoring and reporting on annual work plans, focusing on key results to be achieved, synergies with other initiatives, partners involved, and budgets required, seeking and incorporating inputs from concerned stakeholders.
  • Mobilize and manage the human and financial need required for implementing the Campaign, ensuring quality, accountability, transparency and efficiency.
  • Liaise with administrative and support staff for the contracting of goods and services needed to implement the campaign, including by providing terms of reference for consultants or institutional services agreements; and in ensuring timely submission of reports from implementing partners and vendors.
  • Liaise and consult with inter-agency colleagues, in particular those working in the areas of EVAW/G and Communications, as well as leading practitioners from civil society and other stakeholders, to achieve the above and related tasks.
  • Provide demand-driven technical support and advice to Campaign-related events and initiatives at the country, sub-regional and regional levels, including in preparing reports, concept notes, presentations, guidance materials, and other tools, liaising with concerned UN agencies and United Nations Country Teams as required.
III. Communications and strategic partnerships for social mobilization
  • Build and sustain strategic partnerships to ensure broad ownership of the campaign and synergies with key actors, including governments, regional bodies, the private sector, NGOs, youth networks, research institutions/academics, UN agencies, other bilateral and multilateral aid organizations, under the overall framework of the UNiTE Campaign.
  • Provide technical and management support to ensure the development and implementation of a regional communications strategy, as part of the regional Campaign strategy, to ensure the effective development, production and dissemination of Campaign products, tools and messages.
  • Organize regional meetings and events for key stakeholders to exchange knowledge and experiences and to build broad ownership and commitment for the campaign.
  • Effectively engage with various media outlets in the region to ensure good media coverage of key Campaign events, results and messages and to raise public awareness on issues of VAW/G.
  • Identify and follow-up on strategic opportunities for resource mobilization for the UNiTE Campaign in the Asia-Pacific region, in close coordination with concerned UN Women colleagues, especially from the UN Trust Fund to End VAW, members of the EVAW team, and the global UNiTE Campaign Secretariat.
IV. Knowledge management, monitoring and reporting on results of the UNiTE Campaign
  • Develop a strategy for monitoring and documenting Campaign results, preparing regular progress reports on towards overall results, trends, achievements and challenges related to the UNiTE campaign in the region
  • Coordinate with concerned colleagues and partners to ensure the implementation of the above strategy and facilitate sharing of results and related information with internal and external partners.
  • Contribute to the systematic tracking, synthesizing, packaging and dissemination of lessons learned and emerging or good practices under the five UNiTE outcomes, including those gained through the UN Trust Fund to End VAW, and organize events to disseminate and share this knowledge.
  • Prepare substantive written contributions and inputs for use in various reports, events and platforms, including donor and annual progress reports; web stories, speeches and press releases; fundraising proposals and other products, focusing on key results (achieved and expected) under the framework of the UNiTE Campaign in the region.
  • Represent the UNiTE Campaign in high-level policy, programme and expert group meetings related to violence against women and girls, or related areas, and share information from these meetings to concerned colleagues and partners.
Expected Results:
  • Enhanced coordination of the SG's UNiTE to End Violence against Women campaign in the Asia-Pacific region supported through the provision of quality Secretariat and management support for inter-agency coordination, at regional and national level.
  • Increased number and quality of strategic partnerships and joint initiatives that build synergies between UNiTE and existing organizations and programmes to EVAW/G, involving UN Agencies, governments, civil society and other partners.
  • Increased number and quality of knowledge and communications tools and/or products produced and disseminated linked to the five outcomes of the UNiTE Campaign.

Impact of Results

The key results have an impact on the successful implementation of the UNiTE Campaign in the Asia-Pacific region at national and regional levels. In particular, the key results will have an impact on inter-agency coordination, the creation of strategic partnerships, and the development and dissemination of knowledge and communications tools and products around the UNiTE Campaign.

Required Skills and Experience

Education:
  • Master's degree or equivalent in Social Science, Political Sciences, Public Administration, International Relations, or related field
Experience:
  • Minimum 7 years' relevant experience, preferably from the UN System or an international organization.
  • Proven managerial experience in developing, implementing and monitoring programmes, projects and/or campaigns.
  • Substantive knowledge in Ending Violence against Women preferred.
  • Familiarity with the Asia-Pacific region highly desirable.
Language Requirements:
  • Fluency in English.
  • Knowledge of other UN languages an advantage.
