UN WOMEN: PROGRAMME ANALYST, DONOR RELATIONS AND REPORTING

The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

At UN Women Headquarters (HQ), the Intergovernmental Support and Strategic Partnerships Bureau includes the Strategic Partnerships, Advocacy, Civil Society, Communications and Resource Mobilization Division (SPD). Within SPD and the Resource Mobilization (RM) section, the Donor Reporting (DR) unit continues to evolve and the unit is positioning itself to meet expected expanded obligations to donors in 2012 and beyond. The system of donor reporting needs careful and sustained support from SPD, in concert with operational and geographic units, including an internal/electronic system for systematically capturing data that allows UN Women to monitor compliance and achievement of obligations to donors as stipulated under the various agreements and commitments. As part of this positioning the unit continues to refine and expand several functions and roles, as active cost-sharing projects continue to increase dramatically (from 700 in 2009, to 1300 in 2010, up to 1800 in the third quarter of 2011). As each project represents a relationship with and obligations to the donor, additional expertise to ensure smooth coordination will be sought and it is essential to have in place a team that is experienced, professional, and has strong and sustainable relationships as UN Women responds to UN reform efforts, the world financial situation and trends in aid effectiveness and development assistance.

Under the overall guidance and supervision of the Donor Relations and Reporting Manager and in close collaboration with the Donor Relations and Reporting Coordinator and the Donor Reporting team, the incumbent will provide support for the implementation of UN Women's resource mobilization initiatives, advocacy, donor relations and dissemination of information utilizing multimedia tools. These areas align with the annual work plan for the unit and section, and support four key results areas of the current UN Women Strategic Plan in terms of management: 1) To drive more effective and efficient United Nations system coordination and strategic partnerships, as well as to play a knowledge hub role on gender equality and women's empowerment; 2) To develop a strong learning culture founded on results-based management, reporting, knowledge management and evaluation; 3) To enhance organizational effectiveness with robust capacity at country, regional and corporate levels; 4) To mobilize and leverage significantly greater resources for gender equality and women's empowerment.

Duties and Responsibilities

Enhances the capacity of SPD/RM to be the central repository of institutional information on donors organization-wide, including by updating existing and developing new information management tools to streamline and improve the efficiency of donor management and the shared SPD electronic resource mobilization information system;

Strengthens institutional coherence and systemization in donor relations, including by reviewing and capturing information in documents related to reporting, supporting effective and efficient business processes, and contributing to the facilitation of knowledge sharing and management in various areas, by liaising with relevant sections and units within HQ;
And supports more effective and efficient partnerships and donor relationships, and the overall improved internal organization of SPD and UN Women.

1. Support for the integration of donor reporting data to centralized system
  • Assist with the preparation, alignment and smooth integration of all institutional cost-sharing data (contributions, agreements, amendments, reports, etc.) held by the DR team at HQ in its archives and being transferred to the UN Women intranet, specifically over 700 reports from 2006 and forward, representing over USD 350 million.
  • Support greater online information sharing and universal accessibility to relevant institutional documents needed for preparing donor reports, by colleagues at HQ and in the field, through use of new intranet.

2. Aligning and harmonizing reporting information to contribute to improved donor reporting and relations

  • Improve accuracy of information held, close information gaps on new or future reporting obligations held by the DR team, by proactively ensuring integration of proposals being submitted for corporate appraisal and/or submitted to donor for funding, into reporting obligations matrix, in connection with determination of start date.
  • Ensure donor reporting dates are accurate, through confirmation of application of funds to projects; compile this information as a proactive resource to improve timeliness of reporting and reduce the need for no-cost extensions related to payment delays.
  • Contribute to improved donor relations, survey and compile information on closing of cost-sharing projects (both operationally and financially); check, track and liaise with sections and Finance as necessary for consistency with final reporting and clarity on refunds of unspent funds to donors.
  • Contribute to improved quality assurance and closer alignment of reporting on cost-sharing programming to broader UN and international practices and standards. This may include conducting research, desk reviews and surveys of donor reporting by other UN system offices and agencies, determining and establishing standards and models for donor reporting, outlining the processes involved, and how the information is presented internally and compiling examples of good practices, to improve quality assurance.

3. Strengthening institutional capacity on donor reporting and donor relations

  • Contribute to the development of a training module and delivery of trainings on donor reporting, and using approved databases, and within clear parameters, support the creation of a body of training material that can be used for multiple promotional and institutional learning purposes at headquarters and in the field, including templates, mechanisms, tools and guidelines.
  • Support the further development and refinement of a de facto global network of UN Women colleagues working on donor reporting to create greater coherence, knowledge management and knowledge sharing; regularize communication with them to support development of capacity in the field on donor reporting and donor relations.
  • Compile, analyze, edit and synthesize donor feedback on the donor reports, to contribute to strengthening both donor reporting and programme/project design and management. Evaluate and prepare recommendations to enhance resource mobilization initiatives and activities.
  • Gather, analyze and synthesize data provided electronically and available on line related to the statistics of reporting and resource mobilization, to use in annual reporting and other institutional review processes; generate appropriate charts and graphs.
  • Work with an external consultant to carry out a desk review of donor reporting.
4. Other
  • Support institutional knowledge sharing, develop and maintain a database of global NGO implementing partners, organized by country, year, project etc. and share it on a regular basis with the Civil Society branch and others as relevant.
  • Systematically check and share information on cost-sharing delivery on a regular basis, to ensure relevant donor obligations and the organization's commitments remained aligned and are being fulfilled.
  • Lead the preparation and organization of retreats and other donor reporting meetings.
  • Implement necessary recruitment using a proactive approach to human resources issues.
  • Provide back-up for various functions within the unit as needed.

Required Skills and Experience

Education:
  • Master's degree or equivalent in one or more of the following disciplines: gender issues, social sciences, economics, or other related fields.
Experience:
  • 2 years' experience in programme and/or project support, planning and operations in a large international and/or corporate organization. Experience in the UN Common System required, with UN Women experience preferred.
Language:
  • Written and oral proficiency in English is required; knowledge of another language is helpful.
