Purpose

The role of the NPP Assistant Civilian Protection Component Manager (ACPCM) is within the operational framework of the Civilian Protection Component Program. Specifically, the ACPCM will assist the CPC Manager in providing technical oversight and facilitating the planning, implementation, monitoring and evaluation of NP Philippines CPC Program according to the International Monitoring Team’s (IMT) mandate and in congruence with NP Philippines’ overall mandate and regular program logframes. The ACPCM will be head of the CPC secretariat of NP Philippines and provide direct technical and administrative line management support to the Information Officer, Documentation Officer and the ICPM-Program Officer. In addition, the ACPCM is expected to visit the CPC – IMT field sites on a regular basis. In the CPC Manager’s absence, the ACPCM will take on the roles and responsibilities of the CPC Manager.


Key tasks and responsibilities

Strategy Implementation

• Under the supervision of the CPC Manager, the ACPCM oversees the NP Philippines CPC Secretariat;

• Supports the CPC Manager in organizing and coordinating the overall operational activities of the Civilian Protection Component Program of NP Philippines. He/She is tasked to consolidate regular CPC reports from all field sites while ensuring documentation standards are in place, followed and submitted to the CPC Manager;

• Assists the CPC Manager in ensuring that the CPC Program activities are implemented in accordance to IMT’s mandate and in compliance with NP Philippines’ standard operational procedures and guidelines, and within the defined allocated budget;

• Assists the CPC Manager to monitor and assess the effectiveness of CPC Program activities and also prepares quarterly and yearly reports, including relevant donor reports;

• Assists the CPC Manager in developing an overall CPC logframe and field site specific logframes along with measurable indicators;

• Formulates strategic policy guidelines related to the design, development, implementation and evaluation of NP Philippines CPC’s regular programs.

Staff Management

• Provides regular support and supervision to the staff of the CPC Secretariat, including guidance in formulating individual work plans on a weekly and monthly basis;

• Assists CPC Manager in conducting annual performance evaluations of all CPC staff based on agreed work plans and deliverables;

• Recommends and endorses to the CPC Manager capacity building interventions or opportunities for the NP CPC secretariat staff and CPC filed staff;

• Attends management team meetings, if it is required.

Representation and Networking

• Represents NP in the IMT, as a member organization of the CPC;
• Acts as the NP Philippines’ contact person to liaise with other CPC member organizations like the Mindanao People’s Caucus, Mindanao Human Rights Action Center and the Moslem Organization of government officials and professionals;

• Represents NP Philippines at relevant conferences, seminars and other stakeholders’ meetings particularly those related, but not limited to the IMT;

• Collaborates with other groups, organizations and institutions working within CPC-IMT’s area of responsibility and explore avenues for cooperation and strategic alliances while upholding and adhering to NP Philippines’ principles of non-partisanship, neutrality and impartiality.

Internal Coordination

• In consultation with the CPC Manager, ensures effective coordination, communication and collaboration on a daily basis with the Conflict prevention program staff in Cotabato Main Office while ensuring this is replicated at the field level;

• Coordinates with the Safety and Security Coordinator egarding security issues and updates, and integrate these into program planning;

• In coordination with the CPC Manager and the respective Field Team Leaders, facilitate field visits of NP staff, donors, external partners, media and other key relevant visitors in designated CPC-IMT field sites.

Person Specification
EDUCATION & TRAINING
REQUIRED PREFERRED

University degree in a related field
(Social Science, Development Studies, International Relations, Management, or a similar relevant field.)

Formal Training related to conflict, peacekeeping or nonviolence Degree in Peace Building & conflict mediation and/ or management

Certificate or diploma course in peace building, conflict transformation or nonviolent peacekeeping

WORK EXPERIENCE
REQUIRED PREFERRED

Minimum three (3) years relevant work experience

NGO/humanitarian work

Minimum three (3) years work in an international organization

Post-conflict/conflict area experience
Cross-cultural work environment

Worked with grassroots or community-based organizations Exposure to Mindanao context

Dealing with armed groups, the military and the local and national government officials Experience in community organizing/mobilization

Protection/ ceasefire monitoring
