We seek qualified candidates for the position of Associate Director, Technical - Education Development in Bata, Equatorial Quinea.
Position Description:
The goal of the five-year Program for Educational Development of Equatorial Guinea (PRODEGE 2012-17) is to strengthen the educational system of the country, concentrating on the quality of primary and secondary education. This program is a five-year $50M USD initiative of HE Obiang Nguema Mbasogo, President of Equatorial Guinea, with the support of Mr. John Hess, CEO of Hess Corporation. PRODEGE is based on a ten year vision to improve education for all children and young people in the country. For this project, the Government of Equatorial Guinea and Hess Corporation have agreed on an executive summary to develop a five-year Action Plan and selected Family Health International (FHI 360) to manage and implement the Action Plan over the next five years. FHI 360 will serve as the technical implementer and fiduciary agent in charge of administering the funds and human resources for this project. The project focuses on three main areas of intervention: 1) support the Ministry of Education in their expansion of active learning methodology in primary schools; 2) strengthen the quality of lower secondary education, and 3) build the capacity of the local education communities and inspectors to manage and sustain the education reform.
Based in Equatorial Guinea, the Associate Director will be in charge of the implementation of the annual work plan in all areas of primary and secondary education development. He/She will be responsible for developing strong team collaboration, establish and maintain linkages across all goals and objectives of program.
The Associate Director, Technical - Education Development will:
Provide technical oversight in planning and implementation of all activities in primary, ESBA, teacher development, and MEC capacity building in order to achieve one coherent pedagogical focus for the whole program. Assist in building mechanisms for linking technical planning and administrative units for smooth implementation of the work plan Overview of monthly technical plans of events for requesting funds, and coordination with Finance Manager Monitor KPI´s achievements and Program goals and deliverables Monitor the day-to-day execution of the program based on the work plan Coordinate and facilitate regular meetings with program staff and expatriate team Report to Program Director on a weekly basis progress of work plan and areas of attention Make plans for the integration of technical teams Coordinate scheduling of technical assistance, develop/review scopes of work, and follow Ministry procedures for technical assistance. Provide briefing to new international staff and consultants on local conditions and project policies Prepare reports and presentations for the Government of Equatorial Guinea, donor and FHI 360 Ensure all reports and correspondence with the Ministry of Education are written in accordance with program procedures, delivered according to schedule, and follow proper channels of communication Manage Program when Program Director is out of country Look for and maintain linkages exist between different goals of program. Lead a team of local technical personnel supporting the various activities of the program. Support the transfer of activities and responsibilities to the MEC and FCCE in order to promote the development of local institutional capacity and long term sustainability. Lead process of developing the annual work plan in coordination with Project Director, Specialists, and local technical team. Maintain close coordination and constant communication with the administrative arm of the program including human resources, finance, and operations, so that each technical activity is well planned and executed in compliance with the policies and procedures of the program. Monitor progress in of achieving goals of action plan and annual work plans in each of the program’s goal areas. Provide recommendations for measuring impact of interventions as part of monitoring and evaluation system. Consolidate information for quarterly and monthly reports as required for the dissemination of information. Minimal Requirements:
Masters required, 15 year(s) of relevant international experience required, Professional work experience or equivalent combination of education and work experience. Demonstrated international experience in education reform and project implementation.
Fluency in Spanish and English. Ability to work in challenging country context Ability to interact with diverse groups, including: clients, teachers and community leaders of various countries. Ability to work in teams and build consensus with individuals at all levels. Strong analytical thinking and interpersonal skills. Ability to meet deadlines and be flexible and adapt to changing priorities. Excellent oral and written communications skills.
