We seek qualified candidates for the position of Technical Advisor - Quality Secondary Education in Bata, Equatorial Guinea.
Position Description:
The goal of the five-year Program for Educational Development of Equatorial Guinea (PRODEGE 2012-17) is to strengthen the educational system of the country, concentrating on the quality of primary and secondary education. This program is a five-year $50M USD initiative of HE Obiang Nguema Mbasogo, President of Equatorial Guinea, with the support of Mr. John Hess, CEO of Hess Corporation. PRODEGE is based on a ten year vision to improve education for all children and young people in the country. For this project, the Government of Equatorial Guinea and Hess Corporation have agreed on an executive summary to develop a five-year Action Plan and selected Family Health International (FHI 360) to manage and implement the Action Plan over the next five years. FHI 360 will serve as the technical implementer and fiduciary agent in charge of administering the funds and human resources for this project. The project focuses on three main areas of intervention: 1) support the Ministry of Education in their expansion of active learning methodology in primary schools; 2) strengthen the quality of lower secondary education, and 3) build the capacity of the local education communities and inspectors to manage and sustain the education reform.
Based in Equatorial Guinea, the position will provide technical leadership and oversight to the implementation of activities in secondary education including school-to-work focus and vocational education. The Technical Advisor will:
Lead and coordinate team carrying out initial needs assessment of ESBA and benchmarking of Polytechnic institute. Identify other sustainable models of secondary education, school to work and vocational education of other countries and coordinate study tours with MEC to visit models. Provide technical oversight in design of enhanced ESBA model with school to work focus. Provide technical guidance in planning of training activities for inspectors, teachers, and school directors in association with Ministry of Education (MEC) and Faculty of Education Sciences (FCCE). Actively integrate the design of secondary model with other activities in program, such as primary education and teacher development activities with the FCCE. Participate in the baseline for secondary education. Regularly coordinate with Monitoring and Evaluation team for planning measuring of impact and student learning as part of monitoring and evaluation system. Provide technical oversight in development of academic and employability competencies for ESBA. Provide technical inputs to annual work plan for activities in secondary education. Ensure that design of ESBA model includes a strategy for sustainability of interventions and provide specific strategies on how to institutionalize the methodology within the Ministry of Education and FCCE. Ensure transfer of activities to MEC; participate in periodic technical meetings with MEC. Working in line with technical management and program direction coordinated by Education Development Associate Director and under the supervision of Program Director ensure overall effective and program implementation. Prepare quarterly and monthly reports as required for the dissemination of information. Implement activities in compliance with FHI 360 policy and procedures.
Minimum Requirements:
Bachelors required, Masters preferred. Ten (10) years of relevant international experience required. Professional work experience or equivalent combination of education and work experience. Demonstrated experience in working in quality improvement at the classroom level, teacher training, curriculum development, materials development, and support of inspectors in active learning methodologies. Fluency in Spanish, English desirable. Ability to work in challenging country context. Ability to interact with diverse groups, including: clients, teachers and community leaders of various cultures, cross-cultural communication skills. Ability to work in teams and build consensus with individuals at all levels. Excellent interpersonal skills: openness to sharing and listening to new ideas. Ability to work independently and meet deadlines. Ability to be flexible and adapt to changing priorities. Excellent oral and written communications skills. Requires travel to/within Equatorial Guinea, a zone with prevalent malaria and other tropical diseases.
