Handicap International is an international organization specialized in the field of disability. Non-governmental, non-religious, non-political and non-profit-making, it works alongside people with disabilities, whatever the context, in response to humanitarian crises and the effects of extreme poverty. Handicap International implements programmes of assistance to persons and local organisations, inclusion programmes and programmes focusing on the fight against the main causes of disability. • JOB CONTEXT :
Handicap International is committed to the fight against anti-personal mines and cluster munitions. Co-founder of the International Campaign to Ban Landmines (IBCL), HI was co-recipient of the Nobel Peace Prize in 1997 and takes a major role in international advocacy for the success of the Mine Ban Treaty and the current Oslo initiative to ban cluster munitions.
Handicap International’s Mine Action Department, based in Lyon (France) is seeking a desk Officer to join its team.
• JOB DESCRIPTION :
The HI Mine Action Department' operations have increased significantly over the last 3 years and is composed of 2 geographical desks managing 8 countries, plus development of new country programs. The desk officer is under the management of the department's director and is managing directly one deputy and 3 or 4 heads of mission. The position involves regular overseas travel.
Under the overall responsibility of the Mine Action Department Director, the desk officer carries out the following functions: - To manage HI mine action implementation strategy in countries under the responsibility of the desk officer - To manage programs' development and to guarantee that operations are implemented according to robust quality standards - To line manage desk and programs teams - To develop and implement institutional fund raising action plan. - To represent HI and facilitate internal and external communication on mine action
• CANDIDATE PROFIL :
  • Higher education diploma in Political Science or Development Cooperation.
  • Significant expertise & experience in all areas of programs & project including strategy, forging partnerships, project design, log frame development, proposal writing, budget development, managing donor and other partner relationships and project reporting.
  • Experience of international development, preferably in the Humanitarian Mine Action sector.
  • Senior Line Management experience
  • Established leadership skills and the ability to lead, co-ordinate and work with teams as well as to work independently and take initiative Your expertise, autonomy and team spirit will be essential in carrying out the missions entrusted to you.
Required Language Skills: fluent in English / an excellent level in French
Job Environment: based in HI Federation HQ at Lyon, France. Frequent international travel, sometimes for extended periods. Work in a bilingual (Fr-Eng) team and in a largely English speaking sector of activity.
Remuneration package : between €2600 and €3400 gross per month, depending on profile + compulsory family complementary health cover (60% employer contribution) + luncheon vouchers + 22.5 days of lieu hours
