Job Summary


The National Program for Village Development (or Programa Nasional Dezenvolvimentu ba Sucos – PNDS) is an initiative of the Government of Timor-Leste (GoTL). It is jointly sponsored by the Ministry of State Administration and Ministry of Finance. PNDS aims to work with communities at the village (suco) level to help eliminate poverty by investing in community driven infrastructure projects.
AusAID is providing support to the PNDS.
 
The objective of this role is to assist the Operations Manager in the day-to-day operations of PNDS and national office.

Key Responsibilities


Key activities
  • Provide administrative and clerical support to program staff including:
    • management of office space and equipment including leases
    • provision of communications and IT support
    • organise meeting venues, facilities, travel and accommodation
    • assist with mobilisation, visas, demobilisation and medivacs for personnel
    • ensure regular collection and postage of mail
    • filing and records management (electronic and hard copy)
    • maintaining personnel contact directory
    • banking and general office errands
    • other general office and secretarial tasks such as word processing, collating documents, accepting and delivering correspondence, photocopying/faxing as required
  • Assist with establishment and operation of administration and logistics systems and procedures.
  • Assist with purchasing and procurement including liaison with suppliers to obtain quotations; procure goods and services as required by the program.
  • Maintain the program asset register and ensure asset management procedures are implemented.
  • Assist with financial management including requests for purchase orders or cheque requisitions for signature.
  • Keep meticulous records (manual and electronic) of all transactions as instructed.
  • Other tasks as directed.

Other Requirements


Selection Criteria
Essential:
1. Demonstrated experience in provision of high standard office management, clerical and administrative services.
2. Experience and knowledge of administrative and financial management and reporting.
3. Demonstrated computing skills in Microsoft Office applications (Word, Excel, Outlook, PowerPoint).
4. Ability to operate and maintain manual and electronic information and records management systems.
5. Ability to monitor financial reports and identify potential problems or irregularities.
6. Ability to procure goods and services in a cost-effective manner and optimise involvement of locally-based contractors.
7. Good written and verbal communication skills in English and Tetum.
Desirable:
1. Previous experience working on AusAID funded projects
2. Good written and verbal communication skills in Portuguese and/or Indonesian.
3. Experience working with the GoTL.

Approved for six months; possibility of extension to December 2013 subject to approval by AusAID.
