BACKGROUND

The Regional Partnership for coastal and marine conservation in West Africa (PRCM) was established in 2012 following the implementation of two phases of the Regional Conservation and Marine Programme for West Africa (www.prcmarine.org). It is a coalition of 50 partner institutions with the objective of co-ordinating efforts to preserve the littoral of coastal countries in the sub-region, i.e. Cape Verde, the Gambia, Guinea, Guinea Bissau, Mauritania, Senegal, and Sierra Leone. The PRCM Co-ordination and Mobilisation Unit, which is administratively dependent on the IUCN Regional Programme for Central and West Africa, is hosted within the premises of IUCN Offices in Nouakchott, Mauritania.
IUCN is one of the world’s leaders in developing knowledge on conservation as well as yielding insight into effective actions required to that end. IUCN brings together states, governmental agencies and non-governmental organisations, and about ten thousand scientists and experts from 181 countries into a single global partnership that provides a neutral forum for dialogue on environmental and sustainable development issues. The mission of IUCN is to “influence, encourage, and assist societies throughout the world to conserve the integrity and diversity of nature and to ensure any use of natural resources is equitable and ecologically sustainable”.

Under the direct supervision of the Director of the Mobilisation and Co-ordination Unit of PRCM, the Co-ordinator of the Capitalisation, Monitoring & Evaluation and Communication Programme shall be responsible for coordinating lessons learning from the interventions of the members of the Partnership, as well as monitoring, evaluation and communication activities. 

SPECIFIC DUTIES AND RESPONSIBILITIES
The incumbent shall perform the following tasks:

i. Provide support to the running of decision-making and operational bodies of the Partnership ;
ii. Run the virtual platforms of co-ordination of Colleges;
iii. Assist member organisations in their preparations to join the system of Colleges;
iv. Co-ordinate the development of a communication strategy for the Partnership and the subsequent implementation of such strategy;
v. Co-ordinate the development of a monitoring and evaluation manual (including the definition of the baseline situation and the establishment of a performance assessment framework) and the creation of a computerized monitoring and evaluation system; 
i. Oversee capitalisation activities ;
ii. Contribute to lobbying various partners with a view to information sharing and exchange ;
iii. Create and regularly update an internal database on the interventions carried out by various partners;
iv. Co-ordinate the drafting of technical and monitoring & evaluation reports on the PRCM;
v. Support the organization of the Regional Coastal and Marine Forum; 
vi. Establish a monitoring system at the national and regional level for the implementation of recommendations from the Forum ;
vii. Co-ordinate the development of communication tools;
viii. Run an information and watch system;
ix. Brainstorm for new ideas, new intervention themes, and innovative approaches. 
REQUIREMENTS

• University diploma in communication, information management and project monitoring & evaluation or management (at least a Master degree or equivalent ); 

• A minimum of 5 years of experience in the area of communication;
At least 5 years of experience in the area of monitoring & evaluation 

• Strong working experience in West Africa, preferably in one or several of the Partnership’s countries of intervention;
Good knowledge of coastal and marine conservation issues (an experience in the area would be an asset) ; 

Information technology skills;
Experience in running virtual platforms;
Computer literacy;
Good analysis and synthesis capacities;
Impartiality;
