Consultancy: Assessment of housing, land and property rights of Women living in Palestinian Refugee Camps and Gatherings in Lebanon


Duration: 25 work days (including at least 15 work days in Lebanon)
Background: NRC has been present in Lebanon since 2006 and has been working with Palestinian refugees since 2008. NRC has recently commenced its Information, Counselling and Legal Assistance (ICLA) project in Lebanon. As part of legal assessments carried out by NRC, a lack of housing, land and property (HLP) rights for Palestinian refugees in Lebanon was identified as a major challenge, with particular effects on Palestinian refugee women. NRC would like to conduct focused research on this issue in order to identify (a) the potential and actual consequences for refugee families, especially women; and (b) ways to improve this situation and strengthen security of tenure for Palestinian refugees in accordance with Lebanon’s international legal obligations.
Purpose: The Consultant will prepare and finalise a report, which will be based on research and field work conducted in coordination and under the supervision of the NRC ICLA Project Manager in Lebanon. The aim of the research is to identify the main house, land and property (HLP) issues and challenges faced by women living in Palestinian refugee camps and gatherings. Based on this research, the Consultant will make concrete recommendations for policy and programmatic approaches to strengthen HLP rights and help improve security of tenure for women and their families
Expected results: - A report of approximately 40 pages, meeting the set objectives - Documented account of stakeholder meetings - Recommendations - Full references
