DanChurchAid Regional Programme Officer – Migrant Rights Programme

International Development and Humanitarian Aid NGO having offices in Nepal, India, Bangladesh, Myanmar and Cambodia is seeking new staff member for the following position:
Regional Programme Officer – Migrant Rights Programme
Overview:
The Regional Programme Officer for Migrants Rights (MR) Programme will be responsible for programme and projects undertaken and/or supported by DanChurchAid in South and South East Asia. The position will be based in any of offices in South Asia. The Regional Programme Officer shall report to the Head of the Programme and shall be under the overall supervision of the Regional Representative.
Main tasks:
1.     Programme Development:
·         Management of newly approved DCA MR Programme.
·         Assess and approve new project proposals, partnerships following Programme Policy Manual in consultation with RR/Programme Coordinator and Project Committee at office level.
·         Ensure that the partners project proposals are in line with Migrant Rights programme strategy/budgets and DanChurchAid Vision & Plan.
·         Manage back donor funded projects that contribute to programme goals in coordination and support with Project Coordinators, Finance, Funding and Procurement team.
·         Undertake monitoring visits to programme/projects on progress, impact and finance aspects, funded by DANIDA, EU or other back donors.
·         Develop and maintain linkages and networking to government and state institutions, INGOs, NGOs and other CSO organisations as well as research institutions working on Migrant Rights.
·         Identify and contribute to advocacy on Migrants rights work with partners in region.
·         Mid-term review of programme, evaluation of programme and projects, sharing of learning’s to partners and in team.
2.     Partnership management/ Capacity Building:
·         Plan, organize and conduct partner assessments and develop capacity building plans for partners.
·         Facilitate the strengthening of the human, financial, information, documentation and governance systems of partner organizations.
·         Enhance synergy between partners in programme and network with sister organizations and ACT international network.
3.     Report Writing and Financial Accounting and Accountability:
·         Prepare Annual Programme Reports and other documentation required for programme.
·         In agreement with the RR (or Programme Coordinator) plan for partner field visits and prepare/share visit reports.
·         Ensure timely narrative and financial reports, audited statements from Partners, analyze and feedback to partners.
·         With Finance Officer, verify all the expenses incurred by the programme /project by the partners against the approved programme/partner budget for the year.
4.     Global Funding Unit Resource Mobilization Support Functions
·         Liaise with international donors for supporting Migrant rights work in close coordination with funding team.
·         Develop concept notes and full proposals for back donor funding opportunities in coordination with Funding Officers, finance and procurement team.
·         Be responsible for technical support to partners for back donor proposal writing and submission. 
5.     Contribution to Organisational and Team Mandate
·         Prepare annual input to reporting on DCA Vision & Plan and Rolling Plan for Danida.
·         Support with documentation and reports on MR for DCA HQ.
·         Contribute actively to programme team mandate and ensure learning and sharing in team on migrant rights.
·         Collaborate and cooperate closely with the other Programme Officers to ensure mainstreaming and consistency of cross cutting issues whenever relevant
Minimum Qualification, Experience and Skills required:
·         Educational background / postgraduate degree in social sciences or related field.
·         8-10 years professional experience on programme management in development organisation national/ international NGO along with experiences on migration and migrant rights issues, right based approaches as well as experience in advocacy at national and regional level.
·         Experience with NGO / INGO development work from minimum two relevant countries covered by the regional programme.
·         Working experience with projects funded by European and other global back donors.
·         Strong analytical, coordination/cooperation and negotiations skills.
·         Strong interpersonal communication skills
·         Strong ability and willingness to work with people of different backgrounds
·         Strong ability and willingness to work in team.
·         Good writing skills.
·         Fluency in oral and written English and Hindi, knowledge of regional languages.
