Job Summary


The Australian Government is increasing its engagement with Africa including through development assistance. The Australia-Africa Partnerships Facility (AAPF) has been created to help respond to African requests for assistance in mining and natural resource management governance, agriculture and food security, and public policy.
 
The AAPF is open to activities throughout Africa, and works with the public and private sectors and civil society. The AAPF’s primary tools for implementing activities are: training and study tours; professional development assignments; applied research; short-term advisory support; and grant support for implementing capacity development projects.

Key Responsibilities


The AAPF is seeking a qualified and experienced Gender Adviser for a part time role to oversee the integration of gender equality and women’s empowerment considerations in the Facility.
 
Specific duties include:
  • Develop an AAPF Gender Policy (based on the draft AAPF Gender Commitment, Annex 7) to guide implementation.
  • Implement the AAPF Gender Strategy and recommendations contained in the Gender Review as appropriate.
  • Build capacity of the Facility team and partners on gender equality and women’s empowerment.
  • Develop tools, resources and training materials.
  • Appraise designs / activities using a gender lens as required.
  • Assist with monitoring and evaluation / reporting on gender equality and women’s empowerment as per the proposed Gender Equality Outcome Indicators.
  • Provide technical advice and backstopping to partners and Facility staff on gender equality and women’s empowerment as required.
  • Contribute to the design and implementation of gender equality and women’s empowerment activities in mining and agriculture.
  • Identify potential partners (government, private sector and civil society) working on gender equality.
  • Conduct study on barriers to women in AAPF sectoral areas with an objective to understand barriers to participation and country level expectations.
  • Prepare an induction module on gender equality.
  • Report on gender equality outcomes.

Other Requirements


Successful applicants should have:
 
  • At least 10 years work experience in gender equality in a development context.
  • Extensive experience in programmatic and thematic reviews.
  • Experience in designing and evaluating development initiatives.
  • Building partnerships with government, NGOs and private sector.
  • Experience in organisational and capacity development reviews.
  • An understanding of the Australian Government’s development aid interests in Africa.
  • An ability to deliver high quality reports on time.
  • Be able to communicate well with stakeholders.
  • Africa experience.
  • Academic qualifications in gender, development or related discipline.
  • Be able to work to tight deadlines and provide advice / comments with a fast turnaround.
  • Be flexible and able to work remotely with travel to Africa.
