 Impact and Policy Coordinator
Supervisor : Head of Integration, Climate and Disaster Resilience (will be required to Work closely with the Monitoring, Learning and Policy Department)

SCOPE OF RESPONSIBILITIES: 

The primary responsibility of the Impact and Policy Coordinator is to ensure the effective monitoring and evaluation of the impact of climate and disaster risk reduction strategies and programmes implemented by Islamic Relief through financial support of DG ECHO, UK Aid Match and other major IR funding partners. The Impact and Policy Coordinator oversees IRB’s strategic commitment to measuring the impact of its initiatives in order to better calibrate existing programme interventions and future interventions. The Impact and Policy Coordinator is also responsible to build on this learning and will help translate the policy and strategic developments on climate and disaster risk reduction to advocacy actions at national and local level. The Impact and Policy Coordinator coordinates advocacy programmes on post HFA, Bangladesh Climate Change and Millennium Development Goals, including developing research and policy, lobbying key decision makers, engaging in global campaigns, managing events and working with partnerships/ alliances. Specifically, the candidate will refine and implement surveys and other data collection tools; convert qualitative and quantitative data into reports and graphics; and work with other team members and departments to reflect the result of this research in IRB’s reports, presentations, and other internal and external communication materials. The Impact and Policy Coordinator will also work hand-in-hand with monitoring, learning and policy department of Islamic Relief Bangladesh

MAIN DUTIES AND RESPONSIBILITIES:

A.Impact - Monitoring and Evaluation (50%)
1.Manage and continually improve IRB’s data collection methods and instruments
2.Report to senior staff on programme effectiveness in meeting IRB’s strategic objectives
3.Build relationships with research partners and networks to assist with data collection and collect feedback 
4.Design and conduct surveys as needed, and provide data validation and quality assurance of datasets. 
5.Design and conduct other research, including case studies, and produce reports of findings. 
6.Present findings and analysis of research in a wide range of venues, including narrative reports, online dashboards, and presentations 
7.Analyze programme/ project outcomes data and produce narrative reports for publication. 
8.Ensure that outcome evaluation access the extent to which planned activities produce the desired outcome among the target population
9.Compile impact data and narrative for various reports, sharing workshops and funding applications. 
10.Utilize spatial analysis tools and create effective maps and graphics. 
11.Develop performance indicators to increase emphasis on quantification and targets
12.Monitoring program implementation to assess the relevance, feasibility and local impact
13.Keep track of all project monitoring and evaluation schedules and works with base staff to design and implement monitoring and evaluation procedure
14.Regularly travel and field visits for effective monitoring (30-50% of time).
15.Ensure that follow up procedures are in place and done regularly
16.Design evaluation to ensure minimum disruption in delivery of service or departmental operations
17.Remain current on impact assessment good practices and lessons
B.Policy and Advocacy (20%)
1.Stay apprised of policy issues that directly impact communities we work with
2.Writes reports, articles, issue briefs, and memoranda on policy issues and best practices of relevance to Climate and Disaster Risk Reduction in Bangladesh 
3.Updates and maintains relevant websites and electronic portals related to issue areas
4.Establishes and maintains relationships with individuals and groups necessary for staying current on policy issues and completing projects
5.Organize public education and advocacy events such as roundtables, trainings, and news conferences.
6.Devise and implement advocacy campaigns on IRB’s policy and program priorities 
7.Provide technical assistance and training to assist partners, communities and others in organizing advocacy efforts 
8.Disseminate resources that promote the organization, climate and disaster risk reduction issues, and more at appropriate conferences and meetings
9.Represent IRB in national, sub-national, and local events including panels, meetings, trainings, and conferences

C.Reporting (20%)
1.Collection of weekly, monthly and quarterly reports from each office and edit them before submission to the donors, PDMER and NARRI
2.Prepare proper articles related to project and also facilitate in preparation of partnership and newsletter for IR and NARRI partners
3.Prepare monitoring and evaluation reports
4.Ensure that the recommendation of the report are followed
5.Provide any other report as required
D.Training (10%)
1.Facilitate to organize monitoring and evaluation trainings and workshop for staff capacity building
2.Monitor and evaluate the efficiency and effectiveness of trainings and make necessary adjustment
3.Carry out TNAs and TIAs

Required Qualifications 

•Master’s Degree (preferably in Statistics, Development Studies, Disaster Management, Environmental Science, Environmental Management etc) or equivalent from any reputed university from home and abroad. 
•Minimum three (03) years working experience in related field

IT skills
•Knowledge of MS Office Excel, PowerPoint and Publisher required
•Experience with online survey software (Survey Monkey etc), statistical programs (SPSS), and databases (Access) preferred
Competencies and general skills
•A passion for development, and a well-articulated commitment to comprehensive climate adaptation and risk reduction
•Demonstrated ability to balance multiple tasks and work well independently and collaboratively
•Strong background in community development, education, health, climate adaptation and disaster risk reduction will be preferred
•Impact data collection and analysis experience required
•Professional experience in designing and conducting research studies preferred
•Advanced quantitative analytical skills preferred
•Must be comfortable in a nonprofit or small office work environment
•Strong written and verbal communication skills preferably cases study and article writing for media etc
•Good networking and relationship management skills 
•Ability to explain clearly and persuasively, to experts and non-experts, IRB’s stance on public policy issues and initiative
•Good facilitation skills with ability to build strong, credible relationships and to explain clearly and persuasively to experts and non-experts
•Successful planning and delivery of advocacy campaigns and trainings
•Ability to work collaboratively and think strategically
•Able to work effectively both as a team and independently

•Development with special emphasis to Disaster Risk Reduction, Climate Change Adaptation, Education and Livelihood issues of Bangladesh

Salary range: 61,591/- to 72,110/-
Other Benefits:
•Salary will be offered as per candidates competency, qualification,experience, interview result and IR HR policy.
•Other benefits (provident fund, festival bonus) will be applicable after getting confirmation as a regular staff.
