Liaison Officer EU (m/f) UNESCO-IHE Delft, Netherlands

The UNESCO-IHE Institute for Water Education offers post-graduate education in Delft, The Netherlands, and carries out research and capacity building projects all over the world. The mission of UNESCO-IHE is to contribute to the education and training of professionals and to build the capacity of sector organizations, knowledge centres and other institutions active in the fields of water, the environment and infrastructure in developing countries and countries in transition.
UNESCO-IHE has a permanent staff of 180, of which 90 are scientific staff, while about 250 guest-lecturers from academia and industry contribute to the educational programme. Each year 750 participants (incl. about 200 new MSc students per year) from all over the world attend the various regular and short courses at UNESCO-IHE. 

The Office of the Rector (OR), is responsible for providing policy and administrative support to the management of the institute. OR consists of a Communication Office and a Liaison Office. The Liaison Office intends to recruit an:

Liaison Officer EU m/f (0.8 – 1.0 FTE):

The Liaison Officer provides pre-award services and project management advice within the organization and works in close cooperation with Academic Departments, Rectorate and other units. The Liaison Officer creates and maintains excellent relations with the main donor organizations and works to expand the funding opportunities for the institute. 

Responsibilities:

Representation:

Establish and maintain excellent relations with relevant departments of the EU (DR Research, DG Education; DG Environment (in particular EU Water) and DG Development Cooperation, EuropeAid, European Development Bank), Agentschap NL (international); Department International/European policy departments of the Ministry of Education and the ministry of 
Economic Affairs in the Netherlands, the Permanent Representation of the Netherlands to the EU in Brussels, and relevant European stakeholders network and task forces in the field of Water and Environment.

Participate in high level meetings/workshops/events that are relevant for the pursuit of the achievement of the institute mission.

Participate in policy dialogue meetings and pro actively put forward programme ideas that exist at UNESCO-IHE.

Advice:

- Identify new funding opportunities within EU for education (e.g. Erasmus for All), research (e.g. HORIZON2020) and Capacity Building (e.g. EuropeAid).
- Attend relevant briefings in Brussels/Netherlands on new opportunities.
- Providing general information and organize information meeting for UNESCO-IHE staff
- Provide individual consultations.
- Provide news on website and newsletters.

Support:

- Supports academic staff members in all aspects of the project cycle management (especially in the formulation phase) by reading the application, assisting with budgeting, preparing of management paragraphs and providing an insight in the matching obligations.
- Write policy notes/advisory notes/procedures related to project cycle management
- Identifies, assesses and internally disseminates information about project opportunities and relevant research and fellowship programmes (e.g. through face to face meetings as well as training / workshop sessions).
- Contributes to the improvement of UNESCO-IHE capacity to implement European funded education, research and capacity building projects. 

Requirements

Qualifications and Skills:

- University degree in a field relevant to the work of UNESCO-IHE;
- Broad knowledge of EU programmes and promotion within the organization
- Experience with / proven interest in international/European co-operation;
- Experience with all aspects of project and programme management is essential;
- Understanding of development cooperation challenges and experience in working with multilateral and-or bilateral organisations is a plus;
- Familiar with various donor programmes, especially those of the European Commission;
- Excellent proficiency of English and a good working level knowledge of Dutch, Spanish or French. Any other UN language would be an asset;
- Computer software application skills e.g. Word processing, Spreadsheets, Databases, PowerPoint, Internet/e-mail and graphics;
- Willingness to travel.

- Excellent team-worker and the ability to work in an international and multicultural environment, with minimum of supervision;
- Flexible (can switch tasks easily and can manage different tasks simultaneously)

- Able to perform under stress conditions (deadlines etc);
- Client centered approach.

Terms of Employment:

This position is, in principle, a permanent one, however, the first contract offered is for 2 years, and only after this period a permanent contract will be considered. The position is based in Delft.
A competitive salary (starting scale 10 / end scale 11 according to the CAO Dutch Universities, the classification is provisional subject to final weighing), is offered depending on qualifications and experience in accordance with the conditions of employment for Dutch Universities.
The appointment implies entry into the Netherlands̢۪ Civil Service Pension Fund (ABP). Candidates must be prepared to carry out long- and short-term missions abroad.
